DRAFT MINUTES <br /> Page 2 <br />February 9, 2009 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br /> <br />Christine Lim provided background on the project, which is the culmination of a two- <br />year process. <br /> <br />Mr. Hollister introduced Business Development Manager Cynthia Battenberg. Ms. <br />Battenberg gave a short PowerPoint presentation, describing the project, and reviewing <br />the findings required to be made pursuant to California Community Redevelopment <br />Law. Recreation and Human Services Director Carolyn Knudtson reviewed the <br />highlights of the joint use agreement, and she expressed appreciation to the District staff <br />for their collaboration with City staff to create the agreement. Ms. Battenberg reviewed <br />the provisions of the financing agreement, and outlined the actions to be taken by the <br />City Council, Redevelopment Agency (RDA) and School Board to adopt the necessary <br />findings and approve the joint use and financing agreements. <br /> <br />Staff responded to questions from the City Council/RDA. <br /> <br />The Hearing was then opened to the public. <br /> <br />Wayne Gregori, San Leandro resident <br />, addressed the Council/Agency and School <br />th <br />Board, commenting on the RDA funding contribution for the 9 Grade Campus project, <br />and what might jeopardize the funding availability. <br /> <br />Mr. Hollister commented that in the event the State takes RDA funds, it could delay the <br /> <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br /> Resolution No. 2009-015 <br />, Resolution of the City Council of the City of San <br />Leandro Authorizing the Expenditure of Tax Increment Funds for Public <br />Improvements and Public Facilities, Authorizing the Execution of a Joint Use <br />Agreement with the San Leandro Unified School District for Use of a <br />Gymnasium, and Adopting Findings Required by Health and Safety Code <br />Sections 33445 and 33679 (provides City use of the gymnasium during non- <br />school hours). Ayes: 6; Noes: 0; Absent: 1 (Stephens) <br /> <br /> Resolution No. 2009-002 RDA <br />, Resolution of the Redevelopment Agency of the <br />City of San Leandro Approving a Financing Agreement Between the <br />Redevelopment Agency and the San Leandro Unified School District, Authorizing <br />the Expenditure of Tax Increment Funds for Public Improvements and Public <br />Facilities in Connection Therewith, and Adopting Findings Required by Health <br />and Safety Code Sections 33445 and 33679 (provides $2,257,350 in contributions <br />[$2,170,800 in financial assistance and $86,550 in in-kind contributions] for <br />public improvements and construction of the gymnasium).
