Cooke, Principal En ineer Engineering and Transportatio Department SUBJECT PROJECT/PROJECT DESCRIPTION: MATTER OF AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION FOR THE FEDERAL AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) FUNDS AND ASSURING THE COMPLETION OF THE PROJECT; AUTHORIZING THE CITY MANAGER TO APPROPRIATE $1,338,222 OF GRANT FUNDS; RELEASING THE PROJECT FOR ADVERTISEMENT; AND AWARDING THE PROJECT SUMMARY AND RECOMMENDATION It is recommended that the City Council authorize the City Manager to file an application for the Federal American Recovery and Reinvestment Act of 2009 (ARRA). These funds will be used to rehabilitate Washington Avenue from Caliente Drive to Anza Way and Aladdin Avenue from I-880 to Alvarado Street. Additionally, it is recommended that the City Council authorize the City Manager to appropriate $1,338,222 of grant funds; release the project for advertisement; and award the project. BACKGROUND On February 17, 2009, President Obama signed Congress' recently completed $787 billion Economic Stimulus package. The bill contains approximately $49 billion in transportation- related funding, with $27 billion for roads. This funding is intended to focus on system preservation activities that can be commenced and completed quickly, such as road resurfacing and bridge repair. On January 20, 2009, the Metropolitan Transportation Commission (MTC) initiated the process for developing project lists for the Economic Stimulus package. This was in response to the January 15, 2009 release of language for the "American Recovery and Reinvestment Act of 2009". The bill requires that 50 percent of the regional Surface Transportation Program (STP) funds be awarded within 90 days of enactment of the ARRA.
