Cooke, Principal En ineer <br />Engineering and Transportatio Department <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION FOR <br />THE FEDERAL AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) <br />FUNDS AND ASSURING THE COMPLETION OF THE PROJECT; AUTHORIZING THE <br />CITY MANAGER TO APPROPRIATE $1,338,222 OF GRANT FUNDS; RELEASING THE <br />PROJECT FOR ADVERTISEMENT; AND AWARDING THE PROJECT <br />SUMMARY AND RECOMMENDATION <br />It is recommended that the City Council authorize the City Manager to file an application for the <br />Federal American Recovery and Reinvestment Act of 2009 (ARRA). These funds will be used <br />to rehabilitate Washington Avenue from Caliente Drive to Anza Way and Aladdin Avenue from <br />I-880 to Alvarado Street. Additionally, it is recommended that the City Council authorize the <br />City Manager to appropriate $1,338,222 of grant funds; release the project for advertisement; <br />and award the project. <br />BACKGROUND <br />On February 17, 2009, President Obama signed Congress' recently completed $787 billion <br />Economic Stimulus package. The bill contains approximately $49 billion in transportation- <br />related funding, with $27 billion for roads. This funding is intended to focus on system <br />preservation activities that can be commenced and completed quickly, such as road resurfacing <br />and bridge repair. <br />On January 20, 2009, the Metropolitan Transportation Commission (MTC) initiated the process <br />for developing project lists for the Economic Stimulus package. This was in response to the <br />January 15, 2009 release of language for the "American Recovery and Reinvestment Act of <br />2009". The bill requires that 50 percent of the regional Surface Transportation Program (STP) <br />funds be awarded within 90 days of enactment of the ARRA. <br />
