Hollister <br />City Manager <br />BY: Joann Oliver, Recreation and Human Services Manager <br />Cynthia Battenberg mess Development Manager <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />MATTER OF COMMITTING $500,000 OF REDEVELOPMENT FUNDS TO ASSIST DAVIS <br />STREET FAMILY RESOURCE CENTER IN THE ACQUISITION OF THE PROPERTY <br />LOCATED AT 3081 TEAGARDEN STREET <br />SUMMARY AND RECOMMENDATION <br />At the January 20, 2009 Finance Committee meeting, the Committee recommended taking to the <br />City Council for approval the commitment of $500,000 of Community Development Block <br />Grant (CDBG) funds to Davis Street Family Resource Center (DSFRC) towards the purchase of <br />the property located at 3081 Teagarden Street, San Leandro. Further research into how to <br />appropriately fund this assistance, given CDBG commitments to the Senior Community Center, <br />leads staff to recommend that $500,000 in funding come from the Redevelopment Agency Joint <br />Project Area. <br />If directed by City Council, a resolution will be brought to the City of San Leandro <br />Redevelopment Agency to enter into an agreement with DSFRC to provide a $500,000 <br />contribution for the purchase of 3081 Teagarden Street. The proposed terms of the agreement <br />are described in greater detail below. <br />BACKGROUND <br />Analysis <br />Davis Street Family Resource Center provides critical support services to low-income <br />individuals and families in San Leandro. Annually, DSFRC helps over 10,000 people with <br />services such as: emergency food and clothing; employment and housing assistance; child care <br />resources; free medical and dental services; and, information and referral. The move of DSFRC <br />from Davis Street to the Teagarden Street building provided the opportunity for DSFRC to <br />provide full service "one-stop" assistance. DSFRC has the opportunity to purchase the property <br />for $2.5 million and has requested $1.5 million in assistance from the City. <br />As requested by the Finance Committee, the attached Exhibit A contains a Summary of Funding <br />for DSFRC, the attached Exhibit B contains City of San Leandro CDBG Allocations to all <br />
