The Scribner Family Partnership which owns the eight-tenant Scribner Center, has <br />requested two Rehab loans from the Agency, one for improvements to the Englander <br />Restaurant and associated Comedy Club/banquet room and the other for improvements to <br />the multi-tenant parking lot. Sketches of the proposed updates are attached. <br />En l~ ander <br />Mr. Scribner is proposing to expand and improve the outdoor dining area at the <br />Englander Restaurant, enhance the entrances to the Englander and Comedy Club/banquet <br />room and paint the building. The project has an estimated cost of $165,000 and Mr. <br />Scribner is requesting a $35,000 forgivable loan from the Agency. <br />Parkin Lot <br />Mr. Scribner is also requesting a $50,000 loan in order to complete a $140,000 project to <br />reconfigure and improve the Englander parking lot. The proposed project would include <br />the construction of a new 20 foot wide sidewalk with decorative landscaping which <br />would run from the Parrott Street parking lot entrance to the Englander, as well as new <br />lighting and signage. These improvements would enhance the circulation of the Farmers' <br />Market and provide outdoor dining opportunities to future restaurant tenants. <br />With approximately 1,500 to 2,000 people visiting the Farmers' Market each week, <br />Parrott Street and the Englander parking lot have become vital community meeting places <br />and an integral part of the pedestrian oriented downtown. Though under private <br />ownership, the parking lot is used free of charge each week by prepared food and other <br />vendors and as a gathering place for eating, enjoying live music, cooking demonstrations, <br />and children's activities. <br />The proposed projects build on the success of the Downtown Farmers' Market. The <br />enhancements to the Englander Restaurant will expand the outdoor dining patio and <br />improve the appearance of the entry and facade. Staff recommends Agency adoption of <br />the attached resolution authorizing the Agency to enter into an (OPA) with the Scribner <br />Family Partnership authorizing a forgivable loan of $85,000. <br />Current Redevelopment Agency Policy - N/A <br />Previous City of Leandro and Redevelopment A~ency Action(s) - <br />The Redevelopment Agency participated in a land transfer with Scribner family in 1996 <br />in order to carry out a revitalization plan for Pelton Center. <br />In 1996, Jot Mangat, the owner of the Englander participated in the City of San <br />Leandro's small business loan program and received $40,000 funded by Community <br />Development Block Grants. The principal and interest of this loan was paid off on time in <br />November 2001. <br />City Council Committee Review and Action <br />At the meeting of December 11, 2008 the Business and Housing Development <br />Committee reviewed the design and cost estimates for the improvements. It was the <br />consensus of the Committee that the Redevelopment Agency approve a loan agreement <br />with the Scribner Family Partnership in the amount of $85,000. <br />
