FOR IMPLEMENTATION OF A 2009-10 MARKETING PLAN <br />SUMMARY AND RECOMMENDATION <br />Main Street Property Services, Inc. (MSPS) began working for the Redevelopment Agency <br />(Agency) on a Downtown Retail Strategy in 2007 to attract quality retail tenants. In 2008, the <br />newly created "I Am San Leandro" retail strategy marketing campaign was launched. Staff <br />recommends adoption of a resolution authorizing the Executive Director to enter into a <br />Consulting Services Agreement with MSPS for implementation of the 2009-10 Marketing Plan <br />and consulting services for anot-to-exceed fee of $93,061, and appropriating funding from the <br />Plaza Redevelopment Area and the Alameda County-City of San Leandro (Joint) Redevelopment <br />Area as budgeted in FY 2008-09. <br />BACKGROUND <br />In February 2007, the Agency entered into a Consulting Services Agreement with MSPS, a <br />consulting firm and commercial broker specializing in revitalizing downtown areas, for two <br />projects -development of Design Guidelines and Principles and a 2007 Downtown Retail <br />Strategy Implementation Plan. These projects were identified as necessary to increase retail <br />vitality and complement the Transit Oriented Development Strategy for the downtown area. The <br />product of the 2007 Downtown Retail Strategy Implementation Plan was the creation of a <br />"Downtown San Leandro" logo and the "I Am San Leandro" campaign, targeted at brokers and <br />future retail tenants. <br />In February 2008, the Agency entered into a new Consulting Services Agreement with MSPS for <br />implementation of the marketing campaign, which included the new logo and photos of <br />individuals representing San Leandro's consumer-driven market segments, i.e. a college student <br />and the statement "I am one of 19,873 people in San Leandro with a college degree!" <br />
