Rules and Communications Committee February 5, 2009 <br />RECAP OF <br />SAN LEANDRO SPECIAL MUNICIPAL ELECTION <br />NOVEMBER 4, 2008 <br />VOTERS <br />Both voter registration and voter turnout for San Leandro reached an all-time high <br />Registered: 41,927 <br />Turnout: 32,892 (78.45%) <br />June 2006 was the first City election in which more San Leandrans voted by mail than at the <br />polls. <br />Voter breakdown for November 2008: <br />Precinct 15,535 ,37.05% <br />Absentee 17,357 41.40% <br />Total 32,892 78.45% <br />OFFICES/MEASURES <br />November 2008 was the third runoff election since Measure F was passed in 2000, amending the <br />City Charter to mandate that candidates receive 50% +1 votes to be elected. <br />OTHER ISSUES <br />Campai _ sib: <br />Historically, there have been problems gaining compliance from non-City campaigns <br />(County, special district, school board, state, federal) <br />• Do not file the "Declaration of Intent" form with the City Clerk <br />Signs illegally placed, e.g. on public property, in median strips <br />Not removed by 10 days after election <br />The heated battle over Proposition 8 extended to the placement of campaign signs for and against <br />
