City Council Rules and Communications Committee <br />February 5, 2009 <br />Page 2 <br />use of an additional ballot card, which would increase election costs by about $1.00 per voter for <br />the card and additional postage. <br />Other Actions Necessary to Use RCV <br />In order to use the RCV system in November 2010, the City Council would need to adopt an <br />ordinance to change the municipal election date from June to November, and another ordinance <br />to adopt the regulations for the conduct of an RCV election. <br />CONCLUSION <br />With concurrence of the Council, staff will continue discussions with the County ROV and <br />Oakland and Berkeley on the implementation of RCV for San Leandro. <br />
