A -Smoking restricted at 4 or 5 of the listed service areas <br />B -Smoking restricted at 3 of the listed service areas <br />C-Smoking restricted at 2 ofthe listed service areas <br />D -Smoking restricted at 1 of the listed service areas <br />F - No restrictions on smoking in service areas <br />Sidewalks in Commercial Areas <br />Description-Smoking restrictions on sidewalks and other pedestrian walkways in commercial areas, <br />such as downtown areas and outdoor shopping centers. <br />State Law-There are no statewide restrictions on smoking on sidewalks in commercial areas. <br />Grade Criteria <br />1 bonus point -Smoking restricted on sidewalks or other pedestrian walkways within all commercial <br />areas or within a specified commercial or downtown area <br />S(l~C~KEFR~E ~~~~~ <br />Description -While California has been a leader on protections from secondhand smoke, one area <br />where people continue to be unprotected is in multi-unit housing. Secondhand smoke exposure in <br />multi-unit housing is a serious health threat because secondhand smoke drifts into housing units from <br />other units, balconies, patios and common areas. <br />State Law-The only statewide smoking restriction in multi-unit housing is restricting smoking in indoor <br />common areas (described below), but this restriction is a workplace protection, not about protecting the <br />health of tenants. Local jurisdictions are allowed to go beyond state law in enacting secondhand smoke <br />restrictions for multi-unit housing. <br />Grade Criteria -Cities and counties have taken a variety of approaches in passing local ordinances to try <br />and address the problem of secondhand smoke in multi-unit housing. The overall Smokefree Housing <br />grade is based on the grades for three of these types of Smokefree housing policies - (1) Nonsmoking <br />Units; (2) Nonsmoking Common Areas; and (3) Disclosure. For each of the three policies, the city or <br />county is given a grade and a point value as follows - A=4; 6=3; C=2; D=1; and F=O. A bonus point is <br />available for having a fourth type of Smokefree housing policy, declaring secondhand smoke a nuisance. <br />These grades/point values are then added together for a total point value for the overall Smokefree <br />Housing grade with a scale of: A (11+); B (8-10); C (5-7); D (2-4); and F (0-1). <br />Nonsmoking Units <br />Description -Prohibiting smoking within the actual units, patios and balconies of multi-unit housing <br />units. <br />State law-There are no statewide restrictions on smoking in units of multi-unit housing. <br />Grade Criteria <br />A - 75-100% of multi-unit housing units declared nonsmoking <br />B - 50-74% of multi-unit housing units declared nonsmoking <br />C - 25-49% of multi-unit housing units declared nonsmoking <br />F- No requirements for declaring multi-unit housing units nonsmoking or some percentage less than <br />25% required <br />H~~-r~t~+'~1..t.-_,A,svcr~~~,1t'.f~~~(i*otr~iC3~s _;r;,~.,,~;, _ - 1-.:+;r?:~4 <br />- ''- - ,, .r'r;i~ <br />Page 3 of 6 <br />
