THE MAP IS A PART OF THE SAN LEANDRO CROSSINGS PROJECT, <br />SITE PLAN REVIEW PERMIT PLN2008-00031 WHICH IS A 100 UNIT AFFORDABLE <br />HOUSING PROJECT LOCATED ADJACENT TO THE SAN LEANDRO BART STATION AT <br />1333 MARTINEZ STREET APPROVED BY THE PLANNIlVG COMMISSION ON JANUARY <br />22, 2009. (APPLICANT: WESTLAKE DEVELOPMENT PARTNERS, LLC). APN'S 075-0047- <br />002,075-0047-003-02, 075-0047-007. <br />SUMMARY AND RECOMMENDATION <br />On October 6, 2008, the City Council held a public hearing and amended Article 25, Section 5- <br />2506 of the Zoning Code and added paragraph "C" which streamlines the discretionary review <br />procedure and allows for Planning Commission review of all discretionary permits when at least <br />one permit is within their purview. The code amendment that made this change, became effective <br />on November 20, 2008. Because the Vesting Tentative Map is a part of the application and <br />would require Planning Commission approval, both the Site Plan Review Permit and the Vesting <br />Tentative Map went before the Planning Commission for its review and recommendation on <br />January 22, 2009. <br />On January 22, 2009, the Planning Commission held a public hearing to review the 100 unit <br />affordable housing project on the west side of San Leandro Boulevard, now called "The <br />Alameda." The Commission reviewed both the Site Plan review Permit and the Vesting <br />Tentative Map. The Planning Commission unanimously approved the Site Plan Review Permit <br />and recommended that the City Council approve this Vesting Tentative Map. Because the Site <br />Plan Review Permit was not appealed, only the Vesting Tentative Map is before the City Council <br />for its review and approval. <br />The 200 unit condominium project, now called "The Cornerstone at San Leandro Crossings" at <br />i the site of the existing BART parking lot will come before the Planning Commission and City <br />Council on a later date. The BART replacement garage will also be heard in association with this <br />second project. <br />
