BART Agreement and Aaplicant's Public Outreach <br />An Exclusive Negotiating Agreement (ENA) was entered into by the City of San Leandro Redevelopment <br />Agency, BART and Westlake earlier this year. That agreement requires Westlake to present their proposal <br />to the community in no less than four community meetings. Those meetings took place on August Ts, <br />August 26`x, September 23`d, and October 20`s. The applicant has also made presentations to various <br />groups and provided two bus tours to BRIDGE properties. The entire public outreach and meeting <br />schedule is as follows: <br />July 28, 2008 City Council Study Session #1 <br />August 7 Community Workshop (BRIDGE/Westlake) <br />August 26 Community (HOA) Workshop (BRIDGE/Westlake) <br />September 6 BRIDGE Project Bus Tour #1 <br />September 17 Pacific Plaza HOA Workshop (BRIDGE/Westlake) <br />September 22 City Council Study Session #2 <br />September 23 Community (Business) Workshop (BRIDGE/Westlake) <br />October 20 Community Workshop (BRIDGE/Westlake) <br />October 23 Planning Commission Study Session <br />October 25 BRIDGE Project Bus Tour #2 <br />November 13 San Leandro Business & Housing Development Committee <br />December 10 Washington Manor HOA Presentation <br />January 22, 2009 Planning Commission Hearing <br />March 2, 2009 City Council Public Hearing (planned). <br />Vesting Tentative Map <br />The San Leandro Crossings' Vesting Tentative Map includes the following property: <br />Westlake Property: Westlake Development Partners, LLC owns the 5.3 acre property located <br />immediately west of the BART Station between Alvarado Street, West Estudillo Avenue, and Martinez <br />Street. This property is relatively flat and was the site of a cannery prior to being demolished in the <br />1980's. The site is vacant and is listed as SPB, Site B and Part of Site C in the City's TOD Strategy. <br />Martinez Street: Pursuant to the TOD Strategy, portions or all of Martinez Street may be dedicated to <br />the development of the Westlake property in order to improve its development potential. The City of San <br />Leandro is the property owner. <br />Alvarado Street: Portions of the city's existing right of way adjacent to Alvarado Street will be <br />dedicated to the development in order to provide fire access. <br />Streets, Sidewalks, and Landscaping: The streets on the west side of the BART station will have major <br />enhancements and include the following improvements: <br />• Although the TOD Strategy would allow for the entire section of Martinez Street to be dedicated <br />or vacated for development, it was determined that the portion north of Parrott Street was needed <br />Planning Commission Staff Report January 22, 2009 <br />San Leandro Crossings Public Hearing Page 3 of 12 <br />
