Vesting Tentative Map-8010 4 March 2, 2009 <br />January 22, 2009 Planning Commission Hearing <br />March 2, 2009 City Council Public Hearing (planned). <br />Analysis <br />Vesting Tentative Map <br />The San Leandro Crossings' Vesting Tentative Map includes the following property: <br />Westlake Property: Westlake Development Partners, LLC owns the 5.3 acre property located <br />immediately west of the BART Station between Alvarado Street, West Estudillo Avenue, and <br />Martinez Street. This property is relatively flat and was the site of a cannery prior to being <br />demolished in the 1980's. The site is vacant and is listed as SP8, Site B and Part of Site C in the <br />City's TOD Strategy. <br />Martinez Street: Pursuant to the TOD Strategy, portions or all of Martinez Street may be <br />dedicated to the development of the Westlake property in order to improve its development <br />potential. The City of San Leandro is the property owner. <br />Alvarado Street: Portions of the City's existing right of way adjacent to Alvarado Street will be <br />dedicated to the development in order to provide fire access. <br />Streets, Sidewalks, and Landscaping: The streets on the west side of the BART station will <br />have major enhancements and include the following improvements: <br />• Although the TOD Strategy would allow for the entire section of Martinez Street to be <br />dedicated or vacated for development, it was determined that the portion north of Parrott <br />Street was needed to provide Fire Department access to the San Leandro Crossings <br />project. Therefore, the Master Plan design incorporates and redesigns the Martinez Street <br />right-of--way as an important public street which provides both vehicular and pedestrian <br />access for the project. Given its importance as pedestrian access and as the "front door" <br />to Phase 1 of the Master Plan developments, the street has been redesigned to include <br />extensive landscaping with street trees, grass covered bio-swales, a 12 foot wide multi- <br />use path for both pedestrians and bicyclists and parallel parking adjacent to the west side <br />of the street. It will also include a new decorative fence adjacent to the Western Pacific <br />Rail Line. The goal is to create a rich environment for pedestrians and bicyclists as well <br />as serve the needs for automobile access. The multi-use path provides pedestrian and <br />bicycle access around the BART station and in the future could connect to the proposed <br />East Bay Greenway bike corridor along the BART line. <br />• The street configuration at West Estudillo Avenue will be similar to Martinez with the <br />exception of the fence and adjacent bio-swales. <br />• Parrott Street will also see major improvements with the addition of a traffic signal at this <br />location. The signal will help control traffic into the project site and also along San <br />Leandro Boulevard. Traffic studies completed for this intersection note that without <br />signalization this section of San Leandro Boulevard could have a diminution of Level of <br />Service causing a potentially significant environmental impact. However, these studies <br />have shown that this impact can be mitigated with the installation of the traffic signal. <br />
