If this leg of the intersection is intended as a pedestrian <br />crossing, then at-grade treatment should be considered (e.g., textured pavement, pavers, <br />etc.). <br />- No other changes to the proposed lane geometry are recommended. <br />In addition to these recommendations, the City will add the following mitigation measure: <br />- Warning signs and vandal-resistant fencing should be installed to prevent trespassers <br />from accessing the railroad right-of--way. <br />Comments from Lisa Carboni, District Branch Chief, Department of Transportation <br />Comment No. 2: The Department of Transportation stated that as lead agency, the <br />City of San Leandro is responsible far all project mitigation, including any needed <br />improvements to State highways. The project's fair share contribution, financing, <br />scheduling, and implementation responsibilities as well as lead agency monitoring should <br />be fully discussed for all proposed mitigation measures and the project's traffic mitigation <br />fees should be specifically identified in the environmental document. Any required <br />roadway improvements should be completed prior to issuance of project occupancy. <br />permits. An encroachment permit is required when the project involves work in the <br />State's right of way (ROVE. The Department will not issue an encroachment permit until <br />their concerns are adequately addressed. It is strongly recommended that the lead agency <br />ensure resolution of the Department's CEQA concerns prior to submittal of the <br />encroachment permit application. <br />Response: <br />There are no improvements associated with the proposed project affecting any State highways, <br />including Davis Street, which is the closest State highway in proximity to the project. <br />Comment 2A: As part of the Downtown San Leandro Transit-Oriented <br />Development Strategy Area, the Department previously commented on the Final <br />Environmental Impact Report and requested the 95-percentile queue length and storage <br />length traffic impact analysis and requested this analysis for their review. <br />Response: <br />Please see the requested information in the attached document. <br />San Leandro Crossings MND <br />January 12, 2009 <br />2 <br />
