FINDING: BRIDGE Housing offers a variety of social services to its residents of the 100 <br />unit affordable project. A child care facility is proposed, although funding for same has not <br />been identified. <br />Policy 3.10 <br />CONVERSION OFNON-RESIDENTIAL LAND TO HOUSING AND P UBLIC USES <br />Encourage the development of new housing on underutilized commercial and industrial sites <br />which meet the following criteria: <br />• Sites on the edges of commercial or industrial areas, near to established residential <br />areas. <br />• Sites where continued use with commercial or industrial activities could perpetuate <br />existing land use conflicts. <br />• Sites with adequate infrastructure, access, and road capacity. <br />• Sites which are not constrained by external environmental factors, including <br />freeway, railroad, and airport noise. <br />• Sites where conflicts with surrounding uses would not be created in the event of re- <br />use. <br />• Sites which lack `prime " qualities for commercial or industrial development, such <br />as direct freeway or rail access. <br />• Publicly-owned land which is not being used to its fullest potential. <br />Sites meeting the above criteria should also be considered for churches, libraries, <br />parks, community facilities, and other uses that provide necessary services and <br />advance the quality of life in the community. <br />FINDING: The proposed project is on the site of the old Del Monte packing plant and is <br />located near the San Leandro BART station in an area that is transitional from commercial <br />uses to residential uses. The site is surrounding by public streets and is supported by an <br />existing water, drainage and sewer system. <br />The City Engineer has also determined that Tentative Map 8010 is also consistent with the <br />City's Subdivision Ordinance. <br />B. The design and improvements of the proposed subdivision are consistent with the General <br />Plan in that it includes an orderly division of a parcel that is adequately served by streets and <br />with drainage for the proposed development. <br />C. The site is physically suitable for residential development in that the site is relatively flat. <br />This site area would accommodate the proposed development. There are no known problems <br />regarding cultural, soil, historical, or scenic aspects. <br />D. The proposed development is consistent with the City's Transit Oriented Development <br />Strategy Area that encourages infill development in the City's transit corridors. The <br />subdivision is near to the San Leandro BART station. <br />E. The design of the subdivision or proposed improvements is not likely to cause substantial <br />environmental damage or substantially and unavoidably injure fish or wildlife or their <br />habitat. <br />RESOLUTION NO. 2009-027 3 <br />
