CITY OF SAN LEANDRO
STAFF REPORT
DATE: March 16, 2009
TO: Stephen L. Hollister, City
FROM: Uchenna Udemezue, Director
Engineering and Transportatio Department
BY: Kenneth Joseph, City Engin r '
SUBJECT PROJECT/PROJECT DESCRIPTION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
~-~~~~~.-~2.~.-.
Stephen L. Hollister
City Manager
MATTER OF CANCELLING THE BOAT LAUNCH RAMP RELOCATION PROJECT,
PROJECT NO. 150-38-246; APPROPRIATE FUNDS FROM THE SHORELINE
ENTERPRISE FUND; AND AUTHORIZATION TO REFUND THE PROJECT GRANTOR
$88,075.26 IF NEEDED
SUMMARY AND RECOMMENDATION
Consistent with Cal Coast's recommendation, Staff recommends cancelling the Boat Launch
Rarnp Relocation Project; appropriating funds from the Shoreline Enterprise Fund; and
authorizing the potential refund to the grantor, California Department of Boating & Waterways
(DBW), the amount of $88,075.26.
BACKGROUND
In 2000, as part of the anticipated redevelopment of the former "Boatworks" site at the Marina,
there was a need to relocate the boat launch ramp. The DBW awarded a grant to the City for the
design and construction of a new boat launch ramp and associated boating facilities. The grant
was contingent on the completion of the project and the City maintaining and operating the
facility for 20 years. The proposed new boat ramp was to be located on Mulford Point Drive,
adjacent to the Marina office near Mulford Point. On completion of the new facility, the existing
boat launch ramp would be closed.
In 2007, the City decided to utilize a master developer to explore the proposed redevelopment of
the Shoreline-Marina area, which includes the current boat launch ramp and proposed location.
At that time, the ramp relocation project was placed on hold. In October 2008, a contract was
approved with Cal Coast to develop a master plan for future development of the Shoreline-
Marina area.
