Hollister <br />City Manager <br />AN ORDINANCE AMENDING ARTICLE 11, CHAPTER 3, TITLE 1 OF THE SAN <br />LEANDRO MUNICIPAL CODE, AMENDING SECTIONS 1-3-1105 AND 1-3-1110 RELATED <br />TO THE RECREATION AND PARKS COMMISSION, TO CHANGE THE PROCEDURE FOR <br />NOMINATION OF MEMBERS BY THE BOARDS OF EDUCATION <br />SUMMARY AND RECOMMENDATION <br />The City Council Rules and Communications Committee reviewed the existing procedure by <br />which the School Boards nominate members to the City's Recreation and Parks Commission <br />(RAPC). The Committee requested that staff draft amendments to the ordinance, to facilitate the <br />nomination of members by the School Boards. The School Boards have reviewed these <br />proposed amendments. Staff recommends that the Council pass to print the ordinance, amending <br />Sections 1-3-1105 and 1-3-1110 of the San Leandro Municipal Code (SLMC), requiring the <br />School Boards to submit one name, rather than three, for nomination to the RAPC. <br />BACKGROUND <br />The RAPC consists of nine members. Title 1, Chapter 3 of the San Leandro Municipal Code <br />specifies the representation of the Commission as follows: one member nominated from each of <br />the six Council Member Districts, one member nominated at-large by the Mayor, and one <br />member nominated from each of the two School Boards. The Municipal Code currently requires <br />that the School Boards submit to the City Council the names of at least three nominees for the <br />Council's consideration for appointment (SLMC Sections 1-3-1105 and 1-3-1110). <br />In the past, the School Boards have experienced difficulty complying with the Municipal Code <br />requirement to provide the names of three nominees for the Council's consideration. The San <br />Lorenzo School District Representative position to the Recreation and Parks Commission has <br />been vacant since the resignation of Barbara Sidari, effective January 1, 2008. The San Lorenzo <br />School District has advertised and performed outreach for the position; however, it has been able <br />to forward the names of only two nominees for the City Council's consideration. <br />The City Council Rules and Communications Committee discussed this issue at its meetings on <br />June 18, July 3, and September 4, 2008.
