MINUTES Page 2 <br />City of San Leandro Ciry Council Special Meeting-February 23, 2009 <br />3. PUBLIC COMMENTS <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br />Marilyn Winkler, San Leandro resident, addressed the City Council, commenting on the <br />location of the proposed Downtown Transit-Oriented Development (TOD) project, and its <br />proximity to the I-880 freeway and railroad tracks. Mrs. Winkler expressed concern <br />regarding the air quality of the area, and the potential adverse health effects to those living in <br />the TOD housing. Mrs. Winkler requested that the air quality of the proposed TOD area be <br />investigated thoroughly by experts before the project advances further. She provided maps to <br />the Council from the Bay Area Air Quality Management District, which indicated cancer and <br />asthma prevalence at the proposed project site. <br />4. CITY COUNCIL COMMENTS <br />Councilmember Starosciak congratulated Mayor Santos on an excellent State of the City <br />address. She commented that the speech began on a low and ended on a high, which <br />exemplifies the optimism of San Leandro. <br />Councilmember Reed also congratulated the Mayor, and thanked him for welcoming her in <br />his State of the City address. She expressed hope that budget cuts to the libraries, and to <br />police and fire, could be minimized. <br />Councilmember Prola thanked Mayor Santos for his State of the City presentation. He <br />commented that the City does not have a spending problem; it has a revenue problem. <br />Councilmember Prola commented that he believes the City is on the right track in minimizing <br />the reductions to public safety. <br />Councilmember Souza thanked Mayor Santos for an enlightening State of the City address. <br />She commented that the speech set the stage for the Council to move forward to tackle the <br />City's issues together. <br />Councilmember Gregory echoed the comments made by his colleagues. He thanked Mayor <br />Santos for taking a bad situation and managing to make it somewhat uplifting. <br />Vice Mayor Stephens thanked the audience for attending the State of the City address. <br />5. ADJOURN <br />T'he meeting was adjourned at 7:46 p.m. <br />
