provided in Section 4-11-1130, and may also be enforced by issuance of a stop <br />work order and/or revocation of any or all permits issued for such construction <br />activity. <br />VL SECURITY MEASURES <br />A. Window signs shall not exceed 25% of the visible window area and shall not be <br />placed in a manner to obscure the view of inside the building space. <br />B. Any public pay telephone(s) on the property shall be located inside the building, the <br />location, details and specifications shall be submitted concurrently, to the City Police <br />Department and the City Community Development Department. After review of the <br />said submittal the City may approve or disapprove the proposal for the public pay <br />telephone(s). <br />C. All on-site exterior lighting for safety, security and surveillance shall be <br />operational prior to issuance of a Certificate of Occupancy. <br />D. If installed for security, lighting shall be set for motion detection and shall not <br />remain constantly lit between the hours of 10 p.m. and 7 a.m. All exterior light <br />fixtures shall be shielded so as not to impact adjacent properties. <br />VII. SIGNAGE <br />A. The applicant shall submit a building permit for signage prior to installation <br />according to Exhibit D through H. <br />B. No temporary or unauthorized signs, including but not limited to banners, <br />balloons, streams and pennants shall be placed on the property, unless approved <br />by the City under a Special Event Permit. <br />VI. GENERAL CONDITIONS <br />A. Prior to issuance of occupancy permits, all Building and Fire Code requirements <br />shall be satisfied. <br />B. Refuse shall not be picked up prior to 6 a.m. or after 6:00 p.m. If a trash <br />compactor is used, it shall not be operated before 8 a.m. or after 6:00 p.m., and <br />may not be used on Saturdays or Sundays. <br />C. At a minimum, twice daily, shopping carts shall be picked up from the parking lot <br />and the surrounding streets. <br />D. No loitering shall be permitted on the site, and the site shall be posted to permit <br />enforcement of City ordinances one-site. <br />Agreement to Conditions December 1$, 2008 <br />PLN2008-00047 Page 6 of 7 <br />
