Exhibit C
SCOPE OF PLAN:
The subject property contains a total of ten vegetated swales. Note that the project was
constructed in two phases: the first seven swales in the northern parking lot built as phase
1, and the remaining three swales in the southern parking lot constructed as phase 2.
I. Routine Maintenance Activities
The maintenance objectives for the vegetative swales include keeping up the pollutant
removal efficiency of the channel by maintaining a dense, healthy vegetated cover.
The parking area covered by this plan is a shared lot for the San Leandro Hospital, and the
City of San Leandro Senior Center. Routine maintenance activities, and the frequency at
which they will be conducted, are shown in Tabte 1:
Table 1
Routine Maintenance Activities for Vegetated Swales
No. Maintenance Task Frequency of Task
1 Mow turf grass to 4". Remove grass cuttings. Once a year in winter time.
Avoid producing ruts when mowing.
2 Irrigate during dry weather. Twice a week, or as needed.
3 Remove obstructions and trash from Monthly, or as needed
vegetated Swale.
4 Inspect Swale to check for erosion and Twice a year: 1) one inspection should
sediment and debris accumulation and occur at the end of the wet season in order
dispose of sediment and debris properly. to plan and schedule summer maintenance,
2) the other inspection should occur after
periods of heavy runoff
5 Remove sediment accumulating near As needed.
culverts and in channels when it builds up to
75 millimeters (3 inches) at any spot, or if it
covers vegetation, and dispose of sediment
properly.
6 Inspect Swale using the attached inspection Monthly, or as needed
checklist.
II. Prohibitions
The use of pesticides and quick release fertilizers shall be minimized, and the principles of
integrated pest management (IPM) followed:
1. Employ non-chemical controls (biological, physical and cultural controls) before using
chemicals to treat a pest problem.
2. Prune plants properly and at the appropriate time of year.
3. Provide adequate irrigation for landscape plants. Do not over water.
4. Limit fertilizer use unless soil testing indicates a deficiency. Slow-release or organic
fertilizer is preferable. Check with municipality for specific requirements.
