City and San Leandro Unified School District Liaison Committee <br />March 19, 2009 <br />Page 3 <br />Loma Sanitary District, he asked the District to send a letter to request that the City absorb the <br />full cost of District solid waste disposal and recycling services. Board Member Mack -Rose <br />conveyed her frustration on not having this rate hike approved for the current fiscal year and <br />urged the Committee to fast track this issue. Mayor Santos noted that the District's request will <br />be discussed at the March 24 City Council Special Finance Committee Meeting. A discussion <br />ensued regarding this process. <br />3. Project Updates <br />Supervisor Lim distributed handouts (attached) featuring before, during, and after slides <br />depicting recent Measure B modernization projects, as well as an update on the 91h Grade <br />Campus, the High School Art Education Center and Library Expansion projects. A discussion <br />ensued on the cost of operational costs for the Art Education Center. <br />City Manager Hollister also commented on the issue of operational funds for City projects, <br />specifically for the Senior Center, which will open in spring 2010. He also provided information <br />on the Federal Stimulus Package. A discussion ensued regarding Len Simon, the City's Federal <br />representative in Washington, D.C. Councilmember Gregory commented that the trip to <br />Washington was very upbeat and was happy to meet all the legislative staff. Mayor Santos <br />stated that he and the City Manager are in touch with local agencies (i.e., U.S. Conference of <br />Mayors, Alameda County Mayors Conference, ACTIA, Cal Trans) to see what funding is <br />available for regional projects. A discussion regarding the various I-880 interchange projects <br />ensued. <br />City Manager Hollister described the Davis Street Pedestrian Improvements project. Mayor <br />Santos added three more City projects to the discussion: Bay Trail Bridge, I-880 Washington <br />Street Rehabilitation project and the Hesperian Boulevard/East 14th Street/150th Avenue <br />Intersection project. <br />4. Committee Member Comments <br />Board Member Mack -Rose suggested that this Committee become a better working, functional <br />committee. She added that she hoped the Finance Committee will seriously review the District's <br />request in order for the District's counselors to be kept on staff. Board Chair Katz-Lacabe <br />concurred. He commented that he hoped that the District and City join efforts to maintain wood <br />chips for all play facilities, as an example of sharing resources. He also added that the purchase <br />of used vehicles would be wise for both agencies. <br />Councilmember Reed also concurred with Board Member Mack -Rose. She stated that the City <br />may not be able to control the ACI and Waste Management rate issue due to the existing separate <br />contracts; however, she wants the City to work with the District to see if there may be any <br />alternative solution. She suggested that the District review their solid waste service contracts so <br />both agencies can have a knowledgeable discussion. <br />
