<br />Introduction and Background
<br />Measure B is the $109 million school
<br />facilities bond approved by San
<br />Leandro voters in the November 7,
<br />2006 election. For this type of bond
<br />(general obligation bond) California law
<br />(Education Code section 15278(b))
<br />requires that a Citizen's Oversight
<br />Committee (the "Committee") inform
<br />the residents of San Leandro about
<br />the expenditure of Measure B bond
<br />revenues, actively review and report on
<br />the proper expenditure of taxpayers'
<br />money for school construction, and
<br />advise the public as to whether the
<br />school district is in compliance with
<br />the pertinent provisions of the
<br />California Constitution.
<br />Committee Members
<br />By law (Education Code Section
<br />15282), a Citizens' Oversight
<br />Committee must have no less than
<br />seven members. In February 2007,
<br />the San Leandro Unified School
<br />District (SLUSD) Board of Education
<br />appointed ten seats on the Measure
<br />B Citizens' Oversight Committee. The
<br />current members of the Committee
<br />are as follows:

<br />President Mark Montoya were
<br />appointed to the Committee by the
<br />Board on January 21, 2009. Mr.
<br />Montoya is serving as a representative
<br />of a school site organization. Mr. Davis
<br />is filling the requirement of a person
<br />active in a "bona fide taxpayers'
<br />organization," through his affiliation
<br />with a homeowners' association.
<br />Committee Meetings
<br />The Committee held five meetings in
<br />2008. Its first meeting this year was
<br />held on January 22, 2009. Future
<br />meetings are scheduled forMarch
<br />26 and June 30, 2009.
<br />The Committee and
<br />District have had frank
<br />and open discussions
<br />on financial, technical
<br />and transparency
<br />issues relating to the
<br />expenditure of
<br />Measure B funds,
<br />progress on bond
<br />projects, and related
<br />Measure B topics. The
<br />District has been
<br />cooperative and
<br />responsive to the
<br />Committee's requests
<br />for information,
<br />questions, comments
<br />and concerns. All
<br />Committee meetings
<br />are open to the public.
<br />Citizens are welcome
<br />and encouraged to attend.

<br />groundbreaking for the 91" Grade
<br />Campus occurred on November 19,
<br />2008, and actual construction started
<br />on December 1, 2008. Table 1
<br />summarizes current and future
<br />projects authorized under the Bond.
<br />Funds expended through June 2008
<br />reflect architectural and engineering
<br />planning in preparation for projects, as
<br />well as any construction performed to
<br />date.

<br />Bond Projects and Progress
<br />The 2006 Measure B Bond authorized
<br />a combination of new construction and
<br />modernization projects at school sites
<br />throughout the District. Roofing
<br />modernization has been nearly
<br />completed district wide. District wide
<br />restroom modernization started with
<br />the two oldest schools. The new high

<br />Additional Funding Sources
<br />The District continues to explore
<br />opportunities to obtain matching funds
<br />from other sources. At this time, the
<br />District has received approval for a
<br />total of $15.6 million state matching
<br />funds, which includes $7.6 million for
<br />Overcrowding Relief and Land
<br />Aquisition and $8 million for Career
<br />Technical Education.
