For this type of bond
(general obligation bond) California law
(Education Code section 15278(b))
requires that a Citizen's Oversight
Committee (the "Committee") inform
the residents of San Leandro about
the expenditure of Measure B bond
revenues, actively review and report on
the proper expenditure of taxpayers'
money for school construction, and
advise the public as to whether the
school district is in compliance with
the pertinent provisions of the
California Constitution.
Committee Members
By law (Education Code Section
15282), a Citizens' Oversight
Committee must have no less than
seven members. In February 2007,
the San Leandro Unified School
District (SLUSD) Board of Education
appointed ten seats on the Measure
B Citizens' Oversight Committee. The
current members of the Committee
are as follows:
Mary Beth Barloga
Robert Brannan
Deborah Cox, Chair
Raymond E. Mr. Davis
is filling the requirement of a person
active in a "bona fide taxpayers'
organization," through his affiliation
with a homeowners' association.
Committee Meetings
The Committee held five meetings in
2008. Its first meeting this year was
held on January 22, 2009. Future
meetings are scheduled forMarch
26 and June 30, 2009.
The Committee and
District have had frank
and open discussions
on financial, technical
and transparency
issues relating to the
expenditure of
Measure B funds,
progress on bond
projects, and related
Measure B topics. The
District has been
cooperative and
responsive to the
Committee's requests
for information,
questions, comments
and concerns. All
Committee meetings
are open to the public.
Citizens are welcome
and encouraged to attend.
school parking lot should be ready for
use in spring of this year.
