MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 2, 2009 <br />The City Council approved the resolution commending Betty Bailey for her years <br />of service on the Senior Commission. <br />M/S/C Prola and Stephens. Ayes: 7; Noes: 0 <br />Ms. Bailey was not present at the meeting, and Councilmember Prola will personally <br />present the resolution to her. <br />3. PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br />A. Matter of PLN2008-00054; Vesting Tentative Map; for aFour-Lot Vesting Tentative <br />Map. The map is a part of the San Leandro Crossings Project, Site Plan Review Permit <br />PLN2008-00031 which is a 100-unit affordable housing project located adjacent to the <br />San Leandro BART Station at 1333 Martinez Street approved by the Planning <br />Commission on January 22, 2009. Applicant: Westlake Development Partners, LLC; <br />Assessor's Parcel Numbers (APNs) 075-0047-002, 075-0047-003-02, 075-0047-007. <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister introduced Community Development Director Luke Sims. Mr. Sims provided <br />an overview of the item. Planner Phil Millenbah gave a short presentation, providing <br />information on the proposed project and the revised Conditions of Approval. <br />Lydia Tan, representing developer BRIDGE Housing Corporation, gave a PowerPoint <br />presentation, providing details on The Alameda, the 100-unit affordable housing portion <br />of the San Leandro Crossings Project. Ms. Tan reported that BRIDGE has held several <br />community meetings on the proposal, to reach as wide an audience, and to elicit as <br />much feedback, as possible. Ms. Tan commented on the modifications made by the <br />developer to The Alameda and The Cornerstone, the market rate portion of the project, <br />based on City Council and community input. <br />The Hearing was then opened to the public. <br />Susan Young, San Leandro resident, addressed the City Council, expressing concerns <br />about the many changes to the project since its introduction; the cost of the project to <br />San Leandro taxpayers; and the negative impacts of the project to air quality, traffic, and <br />local schools. <br />Bill Young, San Leandro resident, addressed the City Council, commenting on the <br />stigma attached to low-income housing. Mr. Young suggested that rather than consider <br />this project, the Council instead consider a plan that integrates low-income residents <br />into the community. <br />
