Vice Mayor Stephens asked about the subdivision of parcels. Mr. Millenbah indicated that the current configuration is three lots, and tonight's action would reconfigure the parcels into four lots. He asked why the affordable development is advancing before the market rate portion. Mr. Sims noted that an upcoming State funding deadline requires having certain approvals in place. Vice Mayor Stephens commented that he and Councilmember Starosciak have both served on the San Leandro School Board, and are familiar with the difficulties facing the current Board. He noted that there over 300 students from outside the district that attend San Leandro schools, so there is capacity for additional students living in San Leandro. Vice Mayor Stephens commented that the TOD concept was an outgrowth of the General Plan Advisory Committee, which started nine years ago with groups of community members coming together to discuss the direction of the City, and that the TOD Strategy was developed by a citizen committee through a community input process. He pointed out that the TOD concept has a grassroots origin, and was not imposed by the City Council. Vice Mayor Stephens expressed support for the project. Councihnember Reed expressed appreciation for the work and community outreach that has been performed for the project. She responded to a comment regarding the segregation of the affordable and market rate units, which she noted was one of her initial concerns as well, and she learned that the projects had to be developed separately in order to take advantage of a funding opportunity. Councilmember Reed commented that schoolchildren living with someone other than their parent(s), such as with a grandparent or aunt, are considered transient students, and this project could give transient students within the school district their own homes. She added that she believed the positives of the project far outweighed the negatives. Councilmember Souza thanked staff and everyone in the audience for their participation. She stated that she is excited to be providing workforce housing to people who work in San Leandro. Councilmember Souza expressed appreciation for the efforts of Westlake and BRIDGE to listen and respond to community concerns, which is a reason why there have been changes to the project. She thanked everyone for their efforts and positions, and she expressed her support for the project.
