DRAFT MINUTES <br /> Page 6 <br />April 6, 2009 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting <br /> <br />thorough and thoughtful discussion regarding PLAs, their impacts and benefits, and when <br />and where they are appropriate. <br /> <br />Mr. Liao gave a short PowerPoint presentation, providing background on the project. He <br />presented information on the request from labor for a PLA for this project, other local <br />governments that have PLAs, the cost implications of a PLA on the current project and the <br />impact on funding for future affordable housing units. Mr. Liao provided addition <br />information on the project and financing, and introduced Lydia Tan. <br /> <br />Lydia Tan, Interim President of BRIDGE Housing, expressed gratitude to the Council for its <br />unified position on the project. She reported on the efforts of BRIDGE to come to an <br />agreement with the Building Trades Council, apologized for not being able to resolve the <br />between BRIDGE and labor. Ms. Tan noted that requiring union labor for the project is <br />estimated to add $1 million to the cost of the project, and she responded to the issues raised <br />by the Building Trades Council regarding using the same PLA that is in place for a project <br />under construction in Oakland; prevailing wages not being paid by subcontractors; and the <br />union workers and contractors that would not be able to compete for this project. Ms. Tan <br />-bid, and have both union <br />and non-union subcontractors and employees on the job. She noted that there are non-union <br />contractors and employees in San Leandro that would be excluded under a PLA. Ms. Tan <br />referred to a letter from BRIDGE to the City Council, sent today, which outlines a number of <br />concessions propos <br />that the Council consider one of two options tonight: 1) to approve the resolution, and <br />proposed by the Building Trades Council. <br /> <br />Mayor Santos reported that he and City Manager Hollister met with representatives from <br />BRIDGE Housing and the Building Trades Council last Thursday, and had what he believed <br />was a very productive meeting. <br /> <br />Barry Luboviski, Building Trades Council, AFL-CIO <br />, addressed the City Council, <br />commenting on the importance of a PLA for requiring union labor for the BRIDGE project, <br />and expressed concern that prevailing wage requirements are not always honored. Mr. <br />Luboviski voiced t <br />item for two weeks to allow time for negotiation of a PLA. <br /> <br />Andreas Cluver, Building Trades Council <br />, addressed the City Council, commenting on the <br />violations that exist in the payment of prevailing wages. Mr. Cluver described the fraudulent <br />practices of one local contractor that he uncovered as an employee of the International <br />Brotherhood of Electrical Workers (IBEW). He provided copies to the Council of a <br />timesheet, pay stubs, certified weekly payroll report, and written statement by employee <br />Ricky Lau. <br /> <br />Ricky Lau, IBEW Local 6 <br />, addressed the City Council, commenting on the alleged <br />violations of prevailing wage law by a local general contractor with whom he was employed <br />to work on various public projects. Mr. Lau stated that he and three other electricians have <br />filed a class action lawsuit against the company. <br /> <br />
