MINUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-April 6, 2009 <br />3. PUBLIC HEARINGS-CITY COUNCIL <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit <br />it to the City Clerk so the order of speakers may be determined and an official record of <br />names and addresses obtained. <br />A. Matter of Approval of Joint Agreement between the City of San Leandro and the Cities <br />of Alameda, Berkeley, Fremont, Livermore, and Union City for Participation in the <br />State of California Neighborhood Stabilization Program (NSP). <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Hollister provided a brief background on the matter, and introduced Housing/CDBG <br />Manager Tom Liao. Mr. Liao gave a short PowerPoint presentation, describing the <br />Neighborhood Stabilization Program and San Leandro's eligibility as a Tier 2 city for <br />State NSP funds. Tier 2 jurisdictions must enter into a Joint Agreement to apply for the <br />funds, with the City of Livermore acting as lead agency, and the Cities of Livermore <br />and Union City have already approved the Joint Agreement. The cities are considering <br />pooling their funds to further the Everyone Home Plan to end chronic homelessness in <br />Alameda County. <br />The Hearing was then opened to the public. <br />There being no comments from the public, and without objection, the Public Hearing <br />was closed. <br />• Resolution No. 2009-046, Resolution Approving a Joint Agreement Between the <br />City of San Leandro and the Cities of Alameda, Berkeley, Fremont, Livermore, <br />and Union City for Participation in the State of California's Neighborhood <br />Stabilization Program (NSP) (approves necessary agreement prior to applying for <br />$559,007 in grant funds). Ayes: 7; Noes: 0 <br />With concurrence of the City Council, Items 10.B. and 10.A. were moved out of order to <br />accommodate the large number of audience members in attendance for these items. <br />10.B. Resolution of the Redevelopment Agency of the City of San Leandro Authorizing the <br />Execution of an Ownership Participation and Loan Agreement with Alameda Housing <br />Associates, L.P., Approving Financing for an Affordable Rental Housing Project Located at <br />1333 Martinez Street, and Authorizing the Execution of Documents in Connection with Such <br />Financing (approves an agreement and loan for up to $9.1 million to construct The Alameda <br />housing project). <br />Mr. Hollister reported that this action is related to The Alameda phase of the San Leandro <br />Crossings project. A request for a project labor agreement (PLA) for this project has recently <br />been made by the Alameda County Building and Construction Trades Council and other <br />union interests.
