Ayes: 4; Noes: 3 (Prola, Reed and Santos) The City Council recessed from 8:39 to 8:52 p.m. 10.A.Resolution Committing $500,000 to Assist Davis Street Family Resource Center (DSFRC) with Acquisition of the Property Located at 3081 Teagarden Street. (Taken prior to Item 4, Public Hearings, with concurrence of the City Council.) Mr. Hollister summarized the previous discussion on this matter. He noted that there was no need to close escrow on the 3081 Teagarden Street property by June 30, 2009, as was previously believed. This allows staff to recommend exploring the use of CDBG funds rather than redevelopment bond funds for the $500,000 contribution to the DSFRC for the property purchase. Mr. Liao gave a short presentation, outlining the process that would be required to be completed before a commitment of CDBG funds can be made to the DSFRC, including amending the 2009-10 Annual Action Plan, and performing the necessary public outreach as required by the citizen participation plan. Councilmember Souza inquired about the timeline for escrow. Rose Johnson, Executive Director of the DSFRC, responded that the goal is to open escrow around June 1, and close at the time the full $2-$2.5 million is placed in escrow. Ms. Johnson stated that the DSFRC has received two grants that it is in danger of losing if not encumbered by June 30. She added that a foundation has indicated willingness to provide a funding match for the City's contribution, and a contribution from Alameda County is also expected. Councilmember Souza pointed out the staff recommendations in the staff report, and suggested adding a requirement that the DSFRC forgo future Community Assistance funding, to offset the $500,000 contribution, and provide a leveling of the playing field for the other agencies receiving grant funding. Gordon Galvan, Chair of the DSFRC Capital Campaign, addressed the City Council, commenting on the need for the City's funding commitment to secure the DSFRC's purchase of the Teagarden property. Mr. Galvan urged the Council's support for the $500,000 contribution. Tim Holmes, San Leandro Business Owner, addressed the City Council, commenting that this is the highest and best use for this funding. Mr. Holmes commented that the DSFRC provides the safety net for residents in the current economy. Tina Medina, a private provider for DSFRC, addressed the City Council, commenting that she is a licensed child care provider. Ms. Medina stated that she is also a former client of
