Hollister <br />City Manager <br />RESOLUTION AUTHORIZING SUBMISSION OF A REQUEST TO THE METROPOLITAN <br />TRANSPORTATION COMMISSION (MTC) FOR THE ALLOCATION OF FISCAL YEAR <br />2009-10 TRANSPORTATION DEVELOPMENT ACT (TDA) ARTICLE 3 PEDESTRIAN/ <br />BICYCLE PROJECT FUNDING <br />SUMMARY AND RECOMMENDATION <br />Annually, the City of San Leandro applies for TDA funding from the MTC for pedestrian <br />improvements throughout the city. The grant monies are paid in arrears of any capital <br />improvements and require advanced funding through the grant fund for the actual improvements. <br />It is recommended that the City Council adopt a resolution approving the submitted project and <br />authorizing the City Manager or his designee to submit a request to the MTC for the allocation of <br />Fiscal Year 2009-10 TDA Article 3 Pedestrian/Bicycle project funding. <br />BACKGROUND <br />In the nine-county bay region, the MTC makes TDA funds available for pedestrian/bicycle <br />purposes. The MTC makes annual allocations of TDA Article 3 funds to eligible claimants after <br />review of applications submitted by counties or congestion management agencies. Alameda <br />County is responsible for submitting an annual program of projects that are initiated by each city <br />in the county. The TDA grant funds are distributed by population. <br />Analysis <br />Annually, the City applies for TDA grant funds from the MTC for pedestrian improvements <br />throughout the city. The City is entitled to $22,640 for this next fiscal year, FY 2009-10. <br />Additionally, the City will request $30,000 of the FY 2010-ll allocation for a total allocation of <br />$52,640. The City is able to request early allocation because some Alameda County jurisdictions <br />are not using their allocations this year. If necessary, staff will use Measure B Bicycle and <br />Pedestrian funds in 2009-10 to make up any shortfall in funding to complete this annual project. <br />
