CITY OF SAN LEANDRO
STAFF REPORT
DATE: May 4, 2009
TO: Stephen L. Hollister, City
FROM: Uchenna Udemezue, P.E., Direc
Engineering and Transportation
BY: Kenneth Joseph, P.E., City Engineer
SUBJECT/PROJECT DESCRIPTION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
r
A~
;.
Steph n L. H ist
City Manager
RESOLUTION OF AWARD OF CONTRACT TO RGW CONSTRUCTION, INC. FOR THE
BAY TRAIL SLOUGH BRIDGE PROJECT, PROJECT NO. 08-144-39-012, FEDERAL AID
PROJECT NO. HP21 L-5041(025).
SUMMARY AND RECOMMENDATION
Staff recommends award of contract to the low bidder, RGW Construction, Inc., in the amount of
$1,752,536.10 for the subject project.
BACKGROUND
The Bay Trail Slough Bridge project will close a critical gap in the east bay region of the San
Francisco Bay Trail. The project will connect two existing segments of the Bay Trail and will
allow trail users to stay on a Class I bicycle trail adjacent to the bay instead of taking a circuitous
route on busy city streets, which currently is the only option.
The subject portion of the Bay Trail is regional in its significance. This project is identified in
the Association of Bay Area Governments' (ABAG) Bay Trail Plan; it is also noted in the City's
Bikeway Plan as a high priority. It is ranked as the number one priority in the Alameda County
Congestion Management Agency's (ACCMA) Countywide Bicycle Plan. It is also identified in
several other regional planning documents, such as the Metropolitan Transportation
Commission's (MTC) Regional Bicycle Plan and East Bay Regional Park District's (EBRPD)
Master Plan.
Analysis
Bids were opened on April 7, 2009. Fourteen bids were received ranging from $1,752,536.10 to
$2,372,962. RGW Construction, Inc. is the lowest responsible bidder. The engineer's estimate
