City and San Lorenzo Unified School District Liaison Committee <br />April 23, 2009 <br />Page 3 <br />Councilmember Starosciak asked for an update on the cut out driveway at Washington <br />Manor Middle School and if the project is still a Bond financed project. Superintendent <br />Byas said it is still in the works as a Bond financed project and that District staff is <br />currently working with City Engineering staff on this project. He stated he will follow <br />up with the Council. <br />2. City and District Budget Updates <br />City Manager Hollister stated that the current challenging budget crisis is a severe <br />situation for the City at this time. With a $6 billion shortfall for the 2009-10 Fiscal <br />Year, the City's non-safety departments are cutting back 15 percent, while Police and <br />Fire Departments are cutting back 5 percent. A COPS federal program may help fund <br />six sworn officer positions. Also, he mentioned even though District students heavily <br />use the Main Library and Manor Branch during non school hours, the Main Library may <br />have reduced hours and branch libraries may be closed or also have reduced hours. He <br />continued to say that the SLUSD 9~' Grade Campus project is funded with <br />Redevelopment Funds. He continued to say that the City's General fund is now at $82 <br />million and could go to $72 million, and that the City is not dependent an State funding <br />like the District. <br />Councilmember Starosciak queried about status of the Homework Program of the <br />Manor Branch Library. Discussion ensued regarding mutual grant projects. <br />City Manager Hollister listed projects that would impact the District, i.e., crossing <br />guards, School Resource Officers (SRO), Police for law enforcement. He stated that if <br />the economic situation continues on this downward trend, there may be more City cuts. <br />Councilmember Prola commented that the City is trying several revenue enhancements <br />to deal with the $6 million shortfall. A discussion ensued on current and future City <br />projects, i.e., Kaiser Hospital, new Dialysis Center at Bayfair Center, Grocery Outlet, <br />51-unit Estabrook Senior Housing, Senior Center. <br />3. Update of School Programs Including Small Learning CommunitieslAcademies <br />Associate Superintendent Maniscalco stated that the Health and Medicine Academy has <br />become very successful He continued that the medical community and doctors, of <br />Kaiser Administration in particular, have partnered with the Health and Medicine <br />Academy to make the learning more `hands on' for the students. He stated that the <br />Small Learning Communities (SLC) are popular and are appealing to parents. <br />Councilmember Starosciak inquired as to when the District's two to three day event will <br />take place at the Marina Community Center. Superintendent Byas said that the yearly <br />event gets better every year and will alert the Council when it will occur. He continued <br />
