Hollister stated that all travel and training must be approved by the City Manager's Office and <br />only mandatory training and travel will be approved. Council has already reduced their travel <br />budget by 50% and the Mayor Santos has reduced the mayor's budget by $70,000 over the past <br />two years. <br />Councilmember Prola inquired about the possibility of having volunteers become the Crossing <br />Guards. Police Chief Willis stated that staff would have to research the liability on having <br />volunteers. <br />4. Update on Revenue Enhancements <br />Hollister advised the Committee that the Chamber is very interested in working with the City on <br />an Assessment District for landscaping, lighting, and streets. The City and Chamber believe that <br />an Assessment District for landscaping, lighting, and streets would benefit both the citizens as <br />well as businesses in the area. An Assessment District for libraries has not been researched but <br />historically is harder to pass. Hollister stated that due to the current economic conditions, the <br />City may want to wait on increasing the sales tax until the economy gets better. Mayor Santos <br />would like to work together with the San Leandro Unified School District. Councilmember <br />Prola clarified that Street Maintenance would be an Assessment District and <br />Landscaping/Lighting would be another. <br />Hollister also stated that Rental Housing offered to assist the City however it would be over a 5- <br />10 year period in raising $3 million. <br />Committee was in favor of conducting a poll of the citizens. Hollister stated he would hire a <br />consultant to conduct the poll. <br />5. Vote to Add Review and Recommendation of CIP <br />The Committee has agreed to add reviewing the CIP on the agenda and Hollister introduced City <br />Engineer Joseph. Joseph provided a report and advised the Committee of the highly ranked <br />projects. There are projects that are ADA sensitive and must be completed. Items that qualify <br />for Proposition WW funds include irrigation work at the Marina however applications for WW <br />funds will not be accepted until 2010. Other items in the 2009-10 CIP list include: Annual Street <br />Sealing Program, Annual Overlay Rehabilitation, 2009-2010 ADA Ramp Project, Downtown <br />TOD Park Development, Sanitary Sewer Line Replacement in various locations, Rehabilitation <br />of Asphalt walkways in all parks, and Pedestrian Oriented Safety Equipment and Accessibility. <br />Councilmember Prola inquired about the Dog Park. Mayor Santos reminded everyone that the <br />Finance Committee has already agreed to fund $50,000 towards the park. Public Works Director <br />Bakaldin stated that the cost may be higher due to the necessity of surfacing the roads to prevent <br />over mudding. Mayor Santos directed staff to research however $50,000 is the amount agreed <br />upon. <br />6. Committee Member Comments <br />Councilmember Gregory thanked the representatives of Collaborating Agencies Responding to <br />Disaster (CARD) representatives and suggested they follow the City of San Francisco and look <br />0 <br />
