Ayes: 6; Noes: 0; Absent: Loeffler <br />D. Matter of Property Owner Hearing Regarding Eminent Domain Proceedings for <br />1444 Marina Boulevard; General Motors Corporation, Tenants; 7. P. Morgan <br />Investment Management, Owner (Only the Property Owners Are Allowed to <br />Speak). <br />The City Attorney, in response to Council questions, noted there is nothing that <br />would preclude the Council from voting on this issue. <br />Debbie Potter gave the staff report and recommended Agency adoption of the <br />proposed Resolution. <br />Tim Miller, 39465 Paseo Padre Parkway, Suite 3700, Fremont, Representing <br />General Motors, addressed the Agency, stating they had dropped the ball by not <br />asking to be heard earlier than this evening. He stated he has a problem with the <br />access easement as shown this evening. He indicated the way General Motors <br />does business has really changed, and they have a conflict with wanting to give up <br />any property to a competitor. He further stressed that they have a tremendous <br />amount of training in process and will need the surrounding land to house the <br />employees when they come to train. He noted they are trying to work with the <br />City Attorney and Debbie Potter. He added that storage does not require prime <br />real estate. They have a definite interest in potentially bringing some other <br />franchises to the City and expanding their facility for training. He concluded by <br />apologizing for not responding, in writing, as originally requested. <br />Alfred Gallagher, 1444 Marina Boulevard, addressed the Agency, indicating <br />General Motors has replaced their former Training Manager. He indicated they <br />have been involved in this negotiation matter for over the last three years. He <br />questioned the access being proposed and noted the proposal poses serious <br />problems for them. He indicated General Motors needs the room for future <br />training needs. He further indicated that General Motors shut down the last week <br />of December, and they did not receive notice of this Hearing in appropriate time, <br />and they take issue with the notification process. He continued by stressing that <br />they are improving their technical competency of all their technicians and that there <br />is a strategic plan by which they intend to do this. He added that their trainees <br />come by car and that they need the parking spaces. He further stressed there are <br />business changes taking place within General Motors and that they have had a <br />
