Minutes -City of San Leandro City Council Meeting <br />April 5,1999 <br />Page 5 <br />(c) Motion to Approve Revised Application for Boazds and Commissions. <br />Council Member Lothrop indicated she feels the revised questions will <br />discourage individuals from participating in the application process. <br />The following Motion was then introduced: <br />Minute Order No. 99-15. Motion to Approve Revised Application for <br />Boazds and Commissions. (1156) <br />The City Council approved the revised Application for Boards and <br />Commissions. <br />M/S/C Galvan and Grant. Ayes: 5; Noes: Lothrop and Nardine <br />C. City Council Comments <br />1. Council Member Grant expressed concern with the continued comments by <br />members of the public regazding why the Council is using speaker cards and <br />the limited time for them to speak. She suggested the Ciry Attorney address <br />those comments during open session so it is clear what authority the Council is <br />basing this process on. <br />There was Council consensus for the Ciry Attorney, in open session, to address <br />the public's comments regazding the use of speaker cazds. <br />Council Member Grant reported on her recent attendance at Forum `99 for the <br />National Forum of Black Public Administrators. It was a week-long <br />conference of classes and networking. She participated in a forum on <br />Environmental Justice and Local Decision Making where she facilitated a <br />discussion on the issues of development, jobs, and community outreach. Issues <br />of environmental justice and whether the citing of a manufacturing plant in a <br />particulaz community is a good thing was also discussed. Other topics that <br />were discussed were the Y2K issue and the airline industry's impact on mid- <br />sized municipalities. She also attended a Public Policy Forum where they <br />focused on the issues of regionalization and community development. She will <br />shaze her notes with everyone. <br />Council Member Grant concluded by saying she went on a personal trip to <br />Houston. She visited with a friend who is a developer of a shopping center <br />where they invested about $3 or $4 million to develop a center that is now <br />grossing $17 million in sales. She noted that was very interesting. <br />
