<br />`~~ <br />Minutes -City of San Leandro City Council Meeting Page 11 <br />Apri119, 1999 <br />D. Continued Discussion/Action, As Recommended by the City Council Rules and <br />Communications Committee, Regarding Setting the Election Date for the Year <br />2000. <br />Council Member Glaze indicated his reasoning for supporting the election in <br />November of 2000 was to take the politics out of the budget. He further argued <br />that giving direction for all future elections to be held in November would provide <br />stability. It was also noted there is greater voter turnout in November. <br />The Mayor indicated the City Council will be entertaining a proposal to go to a <br />two-year budget during this year's budget proposal, so the "budget" should not be <br />an issue for elections. <br />Discussion ensued regarding the postponement of this item to the next Council <br />Meeting in order to allow for further public input. It was indicated the item had <br />been reported out by the Rules and Communications Committee some time ago <br />and had been placed on this Agenda for input and action. It was also indicated <br />that, once a decision has been made, the City Clerk will have to prepare an <br />Ordinance setting the election date, which will be brought back to the next City <br />Council Meeting and will allow further public input. <br />The City Attorney, in response to comments by the Council as a whole, indicated it <br />would not require a Charter Amendment to set future elections to take place in <br />consolidation with the Statewide General Municipal Election to be held in <br />November of even numbered years. <br />The following Motion was then introduced: <br />-- Minute Order No. 99-20, Continued Discussion/Action, As Recommended by <br />the City Council Rules and Communications Committee, Regarding Setting the <br />Election Date for the Year 2000. (1055) <br />The City Council directed the City Attorney to prepare an Ordinance for <br />presentation at the May 3, 1999, City Council Meeting: <br />(1) Setting the Date for the San Leandro Municipal Election for the first <br />Tuesday following the first Monday in November in even-numbered <br />years; and <br />(2) Consolidating the San Leandro Municipal Election with the State- <br />wide General Municipal Election. <br />M/SJC Galvan and Lothrop.
