~~

Minutes -City of San Leandro City Council and Page 14
San Leandro Redevelopment Agency Joint Meeting -May 3,1999
Council moves the elections to November, Council Members would not be sworn
in until January, which add a bit of pressure regarding the other two items.
The following Ordinance was then introduced:
-- Ordinance No. 99-08, An Ordinance Relating to the General Municipal
Election of 2000 and Providing for the Continued Consolidation of Elections
with the Statewide General Election (setting the date for the San Leandro
Municipal Election for the first Tuesday following the first Monday in
November in even-numbered years and consolidating the San Leandro
Municipal Election with the State-Wide General Election). (1055/1413)
-- Passed to Print
M/SIC Glaze and Galvan. Ayes: 6; Noes: 0; Absent: Lothrop
D. Matter of Appointment of Vice Mayor.
The City Attorney explained how the City Charter had been amended in 1994 to
provide for the City Council to set the date of their elections by ordinance and to
establish the date for the commencement of the terms of office. The Charter still
currently provides for the selection of the Vice Mayor at the first meeting in May.
It would take a Charter amendment to provide for a different time for the
appointment of the Vice Mayor. That Charter Amendment could provide that the
manner of the selection of the Vice Mayor shall be determined by ordinance as
adopted by the City Council. If the City Council desires to do that, a Charter
Amendment would have to be submitted to the voters at the General Municipal
Election in the year 2000 to be effective thereafter.
Vice Mayor Galvan indicated he would be happy to continue serving as Vice
Mayor, if that is the pleasure of the Council.
The following Motion was then introduced:
-- Minute Order No. 99-27, Matter of Appointment of Vice Mayor. (1315)
The City Council re-appointed Gordon Galvan as Vice Mayor.
M/S/C Grant and Nardine. Ayes: 5; Noes: 0; Absent: Lothrop;
Abstained: Galvan
E. Report on Closed Session Actions Taken.
None
