Resolution No. 99-78, Resolution of Award of Contract to Contra Costa Electric, <br />Inc., for the San Leandro Community Library Center Seismic Retrofit, Renovation, <br />and Expansion, Project no. 98-215-28-115, Package 12, Electrical (recommends <br />award to the low bidder for the bid amount of $1,198,000.00 -- bids opened May <br />27, 1999). (2855) <br />7. NEW BUSINESS <br />Items removed from the Consent Calendar: <br />6.B Resolution Approving Capital Improvement Agreement (CIP) with San Leandro <br />Shelter for Women and Children, Authorizing the Allocation of Community <br />Development Block Grant (CDBG) Funds, and Authorizing the City Manager to <br />Prepare and Execute the Necessary Documents (provides fora $180,000 deferred <br />loan of CDBG funds for the acquisition of a residential property to be used for a safe <br />house for women and children). <br />Steve Emslie, Development Services Director, addressed the City Council and <br />explained in further detail the nature of the Appeal heard at the last City Council <br />Meeting regarding the Women's Shelter, noting it was an administrative action that <br />was Appealed, and they do not require a Public Hearing. <br />Council Member Grant responded to public comments about the lack of City <br />Council comment last week and indicated she does not take this issue lightly. She <br />indicated that, personally, she feels supporting the Shelter in this community is the <br />right thing to do. She would be supportive if it were in her neighborhood, as well. <br />Council Member Glaze added, although the City Council narrowly defined the <br />zoning definition, what this is really about is "battered women and children." He <br />stated he supports the Shelter, there is a need for it, and they work successfully in <br />neighborhoods. <br />Council Member Nardine noted when the property was in escrow last week that was <br />the first the City Council had heard of it. She stated she, too, is supportive, even if it <br />were going next door to her home. Being at the front end of the issue as a nurse, <br />she told the public of the need for such a safe haven. She concluded by stating even <br />the City Council does not know where it is located within the community. <br />Council Member Loeffler, also, supported the need for the Shelter in the community. <br />
