Minutes -City of San Leandro City Council and Page 4 <br />San Leandro Redevelopment Agency Joint Special Meeting -- June 14,1999 <br />Charlie Leflingwell, Representing the East Bay Baptist Association of <br />Churches, addressed the City Council, stating they are not against this project. <br />They do feel this project will limit their options for their strip of land, and they do <br />not want a 25-foot wall up against their property. He stated his disappointment <br />that when they were approached about the plans for this project, the plans showed <br />their was an encroachment on their property by eight feet. They would like to <br />keep their property and suggested there might be better places for the Davis Street <br />Community Center to relocate. He concluded by stating they have concerns with <br />traffic circulation, also. <br />Darlene Evans, 361 Bristol, addressed the City Council, suggesting the Fire <br />Department building that is proposed to be taken down could be used for the food <br />storage element of the Davis Street Community Center. She commented that she <br />feels people who live somewhere 24 hours a day should have precedence over how <br />other businesses affect their property. She concluded by stating her support for <br />San Leandro Works. <br />Sandra Guy, 1235 Orchard Avenue #1, addressed the City Council in support of <br />the Davis Street Community Center, as she has utilized their services herself. <br />There being no further comments from the public, the Public Hearing was closed. <br />M/S/C Loeffler and Nardine. Ayes: 6; Noes: 0; Absent: Mayor Young <br />City Council discussion ensued regarding the structure being on the zero lot line <br />and how that might impact the Church. It was indicated the plans currently do not <br />have windows on the wall facing the Church. Staff indicated the drawings before <br />the City Council are only conceptual and changes can be made. It was also noted <br />the Davis Street Community Center is a recipient of a State Grant of $80,000, <br />which will expire at the end of this month unless they are in escrow on this <br />property. <br />In response to questions, staff noted the money to complete the purchase price of <br />this piece of land is coming from Community Development Block Grant (CDBG) <br />monies; and the funding for construction is coming from Federal Programs and <br />funding-raising efforts. It was also clarified they will not be leasing any square <br />footage of the building. <br />Staff also clarified for the City Council that previous community meetings had <br />been held regarding this proposal, and no objections had been raised regarding any <br />issues until this evening. <br />City Council discussion ensued regarding the necessity to have the sale of the <br />eight-foot strip of land negotiated to everyone's satisfaction. Discussion continued <br />regarding approving the Disposition and Development Agreement (DDA) before <br />the Agency this evening, requiring that the final design be taken to the Planning <br />
