PUBLIC COMMENTS Public Comments are limited to 5 minutes per person, for a total time period of one hour. When you address the City Council, you should fill out a speaker card and submit it to the City Clerk so the order of speakers may be determined and an official record of names and addresses obtained. The public is invited to make any comments related to Agenda items, or other items of public interest, at this time. A. Walter Hirt, 716 Warden Avenue, addressed the City Council regarding airport noise and questioned why City officials are not interested in supporting the residents regarding their noise concerns. The Mayor and Council Member Lothrop responded by noting the number of meetings they attend on behalf of the community, as well as the efforts they have made to further San Leandro's concerns with the Port of Oakland. The City Attorney noted the City sent a letter to the Port of Oakland regarding the Environmental Impact Report (EIR), as well as a second letter. He noted the City testified at the hearing, as well. B. Harold Perez, 2052 Vestal Court, addressed the City Council, noting the entire City Council has not participated in the airport issue to the extent he feels they should. He indicated the City should tax the airport for the number of planes that fly over the community. He further expressed concerns with the fact that there is not a park in San Leandro below the 880 Freeway. He concluded with remarks regarding the number of individuals living at 2064 Vestal Court. Council Member Lothrop requested that, based on the number of times the address at Vestal Court has been addressed by Mr. Perez, staff prepare a report on the City's review of this issue. C. Larry Norry, 2532 Williams Street, addressed the City Council noting, although the City is saying they are short of money, looking at the Consent Calendar, it appears the City is giving money away. D. John Faria, 2410 Lakeview Drive, addressed the City Council, asking them to clarify the duties of the Citizens Refuse Committee before they meet. He reminded the Ciry Council Members they are elected "at large" and represent the community "as a whole," not just their own districts.
