.. <br />NImutes -City of San Leandro City Council and Page 6 <br />San Leandro Redevelopment Agency Joint Meeting -July 19, 1999 <br />Council Member Grant clarified the structural rating of the homes with regard to <br />noise buffers and that the project will require new infrastructure improvements. <br />Council Member Glaze indicated he voted against this proposal when the Council <br />first heard it, and he has not headd anything that would substantially change his <br />mind. He noted there is a correlation to Timothy Drive - he feels this is a non- <br />compatible use, and it is not the right place for this residential project. This will <br />result in a substantial alteration in the present land use of the area. He indicated <br />the school impacts are an issue, also. He expressed concerns with school children <br />having to cross busy streets. He is not in favor of this project and would urge <br />fellow City Council Members to deny the proposal. <br />Council Member Nardine clarified that the proposed units do have rear yards up to <br />31 feet. She also clarified the number of expected students from this project and <br />that the school impact fees are $1.93 per square foot. She further clarified that <br />there are crossing guards at Monterey Avenue, but there will not be one from the <br />Halcyon District coming across the railroad tracks onto Washington Avenue. <br />There also will not be a crossing guazd at Washington Avenue and Monterey <br />Avenue. She further clarified that there will be a crossing guazd at Monterey <br />Avenue and Floresta Boulevard. <br />Mayor Young clarified that the total square footage of the project, which the <br />school impact fees are based upon, generates approximately $200,000. <br />Vice Mayor Galvan indicated the City Council and the School District need to <br />work together regarding the impact on schools, but there is aschool-impact fee in <br />place, which is set by the State. He continued by stating this project will be an <br />improvement to the City's demographics, and this project will improve the <br />property in question. <br />Council Member Loeffler raised the issue of whether this is an appropriate use of <br />the property. He indicated he did not feel it was an appropriate use of the land the <br />first time this came to the City Council for review. He indicated he is not satisfied <br />with the noise mitigations proposed. He continued by stating projects sometimes <br />result in larger-than-expected student populations, and the $200,000 school-impact <br />fee may not necessarily be adequate. He indicated he would be opposing this <br />project. <br />Council Member Grant stated she appreciates the work the developers have done, <br />as well as the Planning Commission's input on this project. She indicated she is <br />wrestling with whether or not this is the best use of the land at this time. <br />City Council discussion ensued regarding what has been proposed previously for <br />this land and what the best use would be. <br />
