Council Comments: September 7, 1999 <br />By Garry Loeffler, District 5 <br />FOR THE RECORD <br />1. Summer Reading program: Commend the staff and Friends of the Library for a <br />great summer carnival to celebrate the successful youth readers. Literacy begins <br />in our homes with parents modeling reading. It was great to see so many <br />parents/guardians turn out to celebrate a summer of reading. Each year the <br />program has grown due to the creativity of the staff, support of schools, and <br />involvement of our community...parents, grandparents, and friends. <br />2. NOISE ISSUES: I continue to believe that it is time for San Leandro to give <br />serious consideration of a study of steps to create a noise ordinance. Whether it <br />is airplanes, car radios, railroads, trucks, BART, we continue to have more noise <br />impacts on the quality of life of our community. <br />I would like to have staff prepare a work session on what are our existing noise <br />standards; what do other cities have-that are comparable-with the issues that <br />are confronting San Leandro-airport expansion, increased truck traffic, increase <br />of housing near railroads and BART. I would appreciate some reactions from <br />my colleagues on the council.... <br />3. Sept 180i Friends of the Creek ,under the leadership of Rick & Pam Richards, <br />will be cleaning up our creek.I look forward to seeing all of us participate in this <br />semi-annual event. I would also like to see the City of San Leandro clean up our <br />shoreline by removing the old tires that are clearly visible off our shoreline <br />around Oyster Bay Park I know that the East Bay Regional Parks would team <br />with us, according to Doug Siden. There are 10-12 tires that are clearly visible at <br />low tide and I believe they are in the city's jurisdiction. <br />4. Tonight, I want to pause to acknowledge Glenn & Bea Hilton for years of efforts <br />in maintaining the Veteran's Memorial Park at Sempre Verde Park. As of this <br />week, the City will be taking over the maintenance of the memorial. Glenn & <br />Bea have weekly given hours of their time, taking care of the flowers, trimming <br />the bushes, and clearing debris from the memorial site. Their dedication to the <br />park and to serving the best interests of the Best Manor Neighborhood <br />Association are commendable. Maybe it is time to have an annual awards <br />program to recognize the Neighborhood Associations? <br />5. I want to commend the residents of Victoria Avenue for hosting a block party on <br />Sept. 50' for the Labor Day weekend. I think it is a great concept...neighbors <br />getting together...celebrating and meeting each other. I commend Mia Ousley <br />for starting the first block party in recent years on Victoria Avenue. <br />
