Minutes -City of San Leandro City Council and Page 8 <br />San Leandro Redevelopment Agency Joint Meeting -September 7, 1999 <br />Charter Amendment should be submitted to the voters at the November 7, <br />2000, General Municipal Election; and that, with voter approval of such <br />Charter Amendment, the General Municipal Election be conducted in April of <br />even-numbered years (or whenever the Statewide Primary Election is <br />scheduled, in order to consolidate the General Municipal Election with the <br />Statewide Primary), with a runoff occurring, if necessary, in November. <br />Candidates elected at the General Municipal Election would take their seats <br />July 1, and candidates elected following a runoff would take their seats January <br />1. <br />-- After a brief discussion by the City Council regarding the <br />Committee's reasoning and discussion of the matter, the consensus of <br />the City Council was to bring this issue back to the full City Council <br />within sixty (60) days. <br />C. City Council Comments <br />1. Council Member Loeffler prepared written comments "For the Record," which <br />are attached and incorporated herein. <br />2. Council Member Lothrop agreed with Council Member Loeffler's comments <br />on the Shoreline area and noted she had worked with staff to remove tires <br />behind the homes on Neptune Drive. She also commented on the Summer <br />Reading Program and thanked the volunteers and indicated staff and volunteers <br />are working on the library fundraising efforts. She said she took a walk down <br />Davis Street and said the pedestrian crossing at Davis Street is difficult, given <br />the time allotted by the traffic signal. She also noted access out of that <br />neighborhood is difficult. She indicated a need to raise awareness of this <br />problem with Caltrans. <br />-- After a brief discussion, it was the City Council's consensus that the <br />Mayor and Council Member Lothrop, with the help of staff, will <br />invite representatives from Caltrans for lunch at Burger King in <br />order for them to see the site in question. <br />Steve Emslie indicated that this intersection issue could be something for the <br />GPAC to review during the General Plan Review, should City Council desire. <br />
