COUNCIL COMENTS: SEPT. 20,1999 <br />By Garry Loeffler, District 5 <br />FOR THE RECORD <br />Graffiti REPORT to Council: I must commend our City staff for doing a great job. I <br />know it is a very difficult challenge. In some ways the graffiti may be public art? The <br />side walls of the Skate Board Park may be appropriate? Under the Bancroft <br />Bridge..maybe we need a Bancroft Creek Mural? I hope we can find ways to channel <br />the artistic talents of our community... new murals? <br />2. Filipino Community: Commend them for their cultural celebration of Pena Francia, <br />drawing together the Filipino community from around the Bay Area. Very grateful to <br />Bessie Parafina for her leadership and inspiration of our Filipino community. Mayor <br />did a great job of appointing her as our "Honorary Ambassador to Naga" our sister <br />city in the Philippines. I look forward to our plans to celebrate our Sister City <br />Program. <br />I commend our staff and the emerging Senior Resources Foundation for our annual <br />Senior Resources Fair. I will defer to the Mayor for the recognitions. I heard many <br />positive remarks from seniors about the event and survey of seniors. I hope we will <br />see greater visibility of our police and fire staff in promoting Neighborhood <br />Emergency Response Teams (NERTS). Many of our seniors are retired with skills <br />from the military, medical service, and public safety. I think they have a vital role to <br />serve, should Mother Nature give us a shake up... or any disaster. <br />4. Commend Friends of San Leandro Creek for its Saturday efforts to clean our natural <br />environment. We continue to pull grocery carts out of the creek. I commend the many <br />citizens, scouts, seniors, Friends..in clearing the debris collected in the creek. Glad to <br />see efforts have been taken to secure property along the creek from any potential high <br />water. Commend Pam & Rick Richards for their on-going leadership in maintaining <br />our San Leandro Creek. <br />5. Commend the Best Manor Neighborhood Association for its annual summer picnic at <br />Semper Verde Park. It is a real tribute to Glenn & Bea Hilton for their efforts to <br />continue to provide leadership in one of our neighborhoods. I hope we will continue <br />to find ways to promote our neighborhoods through our Neighborhood Empowerment <br />Funds. <br />6. 100 YEARS: recognition of our Seniors. Today, I am not aware of any formal city <br />efforts to honor those who achieve 100 years of life. We have many citizens who <br />today achieve this wonderful goal. I think it is time that we create a new award for <br />our citizens who achieve this remarkable moment. I would propose that the Mayor's <br />Human Relations Committee consider appropriate activities and awards to our 100 <br />year old Citizens. <br />
