~'
Recommendations: Urge residents to maintain a 72-hour water supply at home/work
as a back up system. Insure the city has MOU' S for use of portable water pumping
equipment.
6. HISTORICAL PRESERVATION: Mayors of Watsonville, Santa Cruz shared their
efforts to restore downtowns and historic buildings. Santa Cruz lost 50% of its
commercial core, displacing 205 businesses and 5,000 employees/residents. Watsonville
lost 237 home in addition to 405 damaged homes. Many old stores were destroyed. It was
strongly recommended that in the pre-planning for disasters, cities should have a plan to
preserve historic sites. The tendency, post-disaster, is to bull doze everything down.
Recommendation: Coordinate City's General Plan revisions with City's Disaster
Plan.
6. LANGUAGE ISSUES: Mayors from San Francisco, Watsonville, Santa Cruz and
leaders from community-based organizations stressed the importance of
communications with a community's language groups. Knowing bilingual assets,
especially, through faith community groups, was strongly recommended.
RECOMMENDATION: Work with the faith community and community based
organizations to identify bilingual volunteers to assist in shelter
operations/Neighborhood Emergency Response Teams.
After two days of listening to the experts, I think it is time we increase our efforts to
insure the welfare and safety of our community. I will pass my recommendations on the
the Emergency Council for consideration in their planning. It may be time to move from
quarterly planning to monthly meetings.
Our next city drill is scheduled for October 27'i' at the Emergency Operations Center.
