Council Comments by Garry Loeffler
November 1, 1999 (For the record)
November 11 we will be celebrating Veteran's Day. As I reflect back I cannot recall
any reports to the council in my 5 years of the number of Veterans employed by the
city. I think it would be good to have a report to share with the community. Secondly,
I am not aware of the City's efforts in employing people with disabilities. I believe
there are physically challenged citizens who could perform jobs for the city, as
regular or contract employees, or as consultants. I don't recall any reports to the
council on how the city is modeling compliance with the American Disabilities act as
an employer. Request council concurrence with need for a staff report on the items I
have raised.
2. Tony Nasimento Ballfield. Commend the Mayor and staff for bringing together this
formal recognition of Tony Nasimento on October 21~` for his 50 years of services to
the youth of our community. The turn out of citizens reflected the many years he
worked at Thrasher. The support of the Parks & Recreation Commission for the event
was evident.
Commend the staff for active participation in our Oct. 27th Disaster drill. Seventy plus
employees conducted a test of our Management Operations Plan for 3 hours at our
CorporationYard. The test assumed a major earthquake in East Bay with collapse of
both overpasses on I 580/I 880.. Commend our City Manager and Dan Lunsford for
their leadership in conducting the exercise. Representatives from both school districts,
CARD, and other agencies participated.
4. Recently, I noticed some new uses of Oyster Bay Park. High schools in the area are
using the 200 acre park for cross-country running. I have noticed an increase of usage
by residents who like to walk, ride bikes and exercise their pets. I would like to
suggest we request that East Bay Regional Parks install an emergency phone system
in the park. On a weekend, in the event of an emergency, there is no easy access to a
phone. As I recall a year ago, there was a grass fire in the park.
Commend the students and staff of San Leandro High School for the spirit and
support given to the football team. The spirit of competition was evident in the turn
out of 4,000+ to see the game. The rally before, thanks to the leadership of
Councilmember Nardine and the Chamber, with the band demonstrated new spirit at
our high school. I hope we will rally around to help build a marching band in support
of our high school.
6. Request clarification of the construction going on behind Hollywood video, off of
Davis Street. As I recall, there were plans for a walking path along the south ridge of
the creek, adjacent to the parking lot. This week, I observed a wooden fence
