Minutes -City of San Leandro City Council and Page 3 San Leandro Redevelopment Agency Joint Meeting -November 15,1999 This being the time and place for the Public Hearing on the above matter, Hanson Hom, Planning Director, gave a brief overview of the project and went over staff's response to Cubix Construction's request for changes in the Conditions, which were received by Fax this date. Kevin Carter, Cubix Construction, gave a presentation regarding their proposal for the hotel site and storage facility. He urged that Condition III.A be modified to include that anon-employee may live there; that Condition IV.B.1 be eliminated in its entirety; and that Condition VI.B.I.b be modified to allow for time-restricted, left-turn movement from their project. Ray Davis, Transportation Administrator, addressed the left-turn issue, stressing that staff believes it is premature to indicate preliminary approval of left turn outs from this driveway until engineering design plans are approved for Lewelling Boulevard, as it relates to this project proposal. The Hearing was then opened to the public. Lorene Rouse, 573 Paseo Del Rio, San Lorenzo, addressed the City Council regarding the project. She indicated she was displeased with the letter faxed to the City Council this morning from Cubix Construction. She further voiced frustration with Cubix waiting until the last moment to indicate their changes in the Conditions which had been approved by the Planning Commission. She indicated they should not be able to rent out the Captain's House; she would not waiver on the Conditions regarding the landscaping and fencing; and the truck hauling should not be expanded to 7:00 a.m. and 6:00 p.m. on Saturday - it should be restricted to 8:00 a.m. to 5:00 p.m. on Saturday. She expressed her support of the Plan that was presented to and approved by the Planning Commission. Lou Filipovich, 15376 Laverne Drive, addressed the City Council, stating this project is not in a redevelopment area. He further clarified that this project is located in Washington Manor. He believes the homeowners' group in Washington Manor was not involved in the review of this project proposal. Howard Kerr, 15388 Norton Street, Representing Washington Manor Homeowners' Association, addressed the City Council in support of the proposed project. He referenced a wood pile at Embers Way and asked what will be happening to that site. He suggested the site be cleaned up as it relates to the signage on that property. He stated his support for a left turn out from the proposed storage site, as long as it doesn't interfere with the intersection.
