Minutes -City of San Leandro City Council and Page 3 <br />San Leandro Redevelopment Agency Joint Meeting -November 15,1999 <br />This being the time and place for the Public Hearing on the above matter, Hanson <br />Hom, Planning Director, gave a brief overview of the project and went over staff's <br />response to Cubix Construction's request for changes in the Conditions, which <br />were received by Fax this date. <br />Kevin Carter, Cubix Construction, gave a presentation regarding their proposal for <br />the hotel site and storage facility. He urged that Condition III.A be modified to <br />include that anon-employee may live there; that Condition IV.B.1 be eliminated in <br />its entirety; and that Condition VI.B.I.b be modified to allow for time-restricted, <br />left-turn movement from their project. <br />Ray Davis, Transportation Administrator, addressed the left-turn issue, stressing <br />that staff believes it is premature to indicate preliminary approval of left turn outs <br />from this driveway until engineering design plans are approved for Lewelling <br />Boulevard, as it relates to this project proposal. <br />The Hearing was then opened to the public. <br />Lorene Rouse, 573 Paseo Del Rio, San Lorenzo, addressed the City Council <br />regarding the project. She indicated she was displeased with the letter faxed to the <br />City Council this morning from Cubix Construction. She further voiced frustration <br />with Cubix waiting until the last moment to indicate their changes in the <br />Conditions which had been approved by the Planning Commission. She indicated <br />they should not be able to rent out the Captain's House; she would not waiver on <br />the Conditions regarding the landscaping and fencing; and the truck hauling should <br />not be expanded to 7:00 a.m. and 6:00 p.m. on Saturday - it should be restricted <br />to 8:00 a.m. to 5:00 p.m. on Saturday. She expressed her support of the Plan that <br />was presented to and approved by the Planning Commission. <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, stating this <br />project is not in a redevelopment area. He further clarified that this project is <br />located in Washington Manor. He believes the homeowners' group in Washington <br />Manor was not involved in the review of this project proposal. <br />Howard Kerr, 15388 Norton Street, Representing Washington Manor <br />Homeowners' Association, addressed the City Council in support of the <br />proposed project. He referenced a wood pile at Embers Way and asked what will <br />be happening to that site. He suggested the site be cleaned up as it relates to the <br />signage on that property. He stated his support for a left turn out from the <br />proposed storage site, as long as it doesn't interfere with the intersection. <br />There being no further comments from the public, the Public Hearing was closed. <br />M/S/C Loeffler and Nardine.
