Minutes -City of San Leandro City Council and Page 4 <br />San Leandro Redevelopment Agency Joint Meeting -December 6,1999 <br />This being the time and place for the Public Hearing on the above matter, Debbie <br />Potter, Redevelopment Administrator, gave the staff report. <br />Bruce Szczepanski, Worldwide Real Estate; Mark Kane, General Motors; Darrold <br />Davis, Architect for General Motors; and Tim Deming, Architect for the Batarse <br />Family Trust, gave brief presentations regarding their development. <br />The Hearing was then opened to the public. <br />Don Crossato, Machinists' Union, 10260 MacArthur Boulevard, addressed the <br />Redevelopment Agency in support of the proposal. <br />James A. Begier, 1915 East 14`~ Street, addressed the Redevelopment Agency, <br />stating he asked to be relocated to the Marina Square a year ago. He stated his <br />opposition to this proposal and submitted a letter for the record. <br />Paul Vargas, 872 Portola Drive, addressed the Redevelopment Agency, <br />agreeing with comments made by Mr. Begier. He indicated he would like to hear <br />the Agency's reasoning for giving $3M to the dealership. <br />Lou Filipovich, 15376 Laverne Drive, addressed the Redevelopment Agency, <br />agreeing with comments made by James Begier and Paul Vargas. He asked where <br />the funding is coming from for this project. He indicated one of the City <br />Attorney's partners was hired to do the eminent-domain process on the property, <br />and he feels that creates aconflict-of-interest issue. <br />Ann Hague, 1102 San Rafael Street, addressed the Redevelopment Agency and <br />indicated she was supportive of the Auto Mall in the beginning but does not <br />understand the financial aspects of it all. She questioned why the City would agree <br />to split the sales-tax revenue with them as an incentive. <br />There being no further comments from the public, the Public Hearing was closed. <br />M/S/C Loeffler and Galvan. Ayes: 6; Noes: 0; Absent: Glaze <br />The City Manager and staff responded to the comments and explained the financial <br />aspects of this proposal in greater detail. It was indicated the City is prepared to <br />work with Mr. Begier if he can find a site to acquire. It was also noted staff' has <br />been working with Mr. Begier regarding the expansion of his current facility on <br />East 14'~ Street and will be meeting with him tomorrow. <br />
