MINUTES Page 2 <br />City of San Leandro City Council Special Meeting-February 28, 2009 <br />D. Capital Improvement Projects <br />^ Funding Sources; Criteria for Ranking <br />^ Stimulus Update <br />Engineering and Transportation Director Uche Udemezue presented an overview of the <br />capital improvement program and funding sources. He facilitated an exercise for <br />ranking projects. Interim Assistant City Manager Jacqui Diaz provided a brief update of <br />proposed federal stimulus funds. <br />E. "Core Services" <br />The City Council worked on a brief exercise related to the City's "core services." <br />F. Policy Discussion <br />The City Council discussed with City Manager Steve Hollister some future policies and <br />direction related to fmances and strategies for revenue enhancement as well as reduction <br />in services. <br />G. Revenue Measures <br />^ Matrix for the Future <br />Interim Assistant City Manager Diaz presented aconcept -the Matrix for the Future. It <br />provided an overview of the next 5 to 7 years and fiscal issues which are impending and <br />must be included in future expenditures. <br />H. Next Steps <br />The City Council agreed to have the Finance Committee serve as the primary committee <br />to review the financial strategies and the next budget process; there was consensus to <br />bring information, as available, to the full Council for discussion and review. <br />3. PUBLIC COMMENTS <br />Public Comments may be limited to 3 minutes per speaker, subject to adjustment by the <br />Mayor. The public is invited to make any comments related to Agenda items, or other items <br />of public interest, at this time. <br />Charles Gilcrest, San Leandro resident, addressed the City Council, commenting on <br />revenue measures and strategies for the community. <br />4. CITY MANAGER COMMENTS <br />None. <br />
