Minutes - City of San Leandro City Council and Page - 4 - <br />San Leandro Redevelopment Agency Meeting - January 20, 1998 <br />4. PUBLIC COMMENTS <br />Public Comments are limited to 5 minutes per person. The public is invited <br />to make any comments related to Agenda items, or other items of public <br />interest, at this time. <br />A. Carey Walker, 471 Santa Monica, addressed the Council regarding railroad <br />tracks, the soundbarrier at Mission Bay, speeding and red light runners, <br />proposed theaters at Bayfair Mall, that Council Meetings should be <br />televised, and the traffic that will result from the recently approved <br />Wal-Mart. <br />The City Manager gave a brief report on the soundwalls at Mission Bay <br />and the railroad-crossings issue. <br />Vice Mayor Loeffler i ndi Gated Counci 1 wi 11 soon be going through the <br />budget process for the coming fiscal year, and televising Council <br />Meetings could be revisited at that time. <br />B. Ed Suchman, 14336 Wiley Street, addressed the Council regarding the <br />issue of the appointment to be made to the Alameda County Mosquito <br />Abatement District, Board of Directors. He noted he has served as the <br />Council's appointment to that Board for quite some time. He further <br />noted that, considering that elected officials may now serve on the <br />Board, and since he will be filing papers as a Council candidate for the <br />June election, he is withdrawing his name from consideration to the <br />appointment. <br />The Mayor stated her appreciation for Mr. Suchman's service and efforts <br />on the Alameda County Mosquito Abatement District, Board of Directors, <br />over the years. <br />Council Member Glaze also thanked Mr. Suchman for his years of service, <br />as the Council's representative to that Board. <br />C. Susan Steiny, President of Steiny & Co., Inc., addressed the Council <br />regarding Item 5.D on the Consent Calendar. She addressed the Council <br />regarding the unit-price rules and stated they feel their $250,992.00 <br />bid is a fair and competitive price. The are willing to forward all of <br />their estate documents to the Council for verification of their driver's <br />transposition of the unit price on Bid Item 18. She concluded by <br />stating they trust the additional extension errors made by the City, and <br />the City's failure to make timely notification of the bid discrepancies, <br />were comparable procedural errors. She further noted it is Steiny's <br />hope that staff will reconsider their stance and present to the Council <br />Steiny's position. If this is not a possibility, she asked that Council <br />consider this their formal notification for "Relief of Bid." <br />The City Attorney stated the issues have been presented to the City <br />Engineer and City Attorney's Office. His office has advised staff that <br />they can award the bid to the second lowest bidder and collect on the <br />Bid Bond of Steiny & Co., Inc. <br />
