Minutes - City of San Leandro City Council Meeting <br />March 2, 1998 <br />Page - 9 - <br />Vice Mayor Loeffler commented that the Council has dealt with the <br />problem of what to do with the Blue Dolphin. Council has invested hours <br />visiting conference centers and all the ramifications of having such a <br />project. He feels it is a prudent financial relationship. He is <br />confident there will be some resolution over the union issue and that <br />there is due process under the law for the unionizing of a business. He <br />feels this project should not be delayed, and he will be supporting the <br />approval this evening. <br />Council Member Polvorosa stated he has been on the Council for many <br />years. The Marina is a drain on the City funds, and the dredging of the <br />Marina is quite expensive. He feels the City now has an opportunity to <br />help subsidize the Marina. It is a good project, and it should not be <br />delayed. He sympathizes with the union, but the Council's job is to <br />consider land use - to get the best project the City can get. He is not <br />in favor of delaying the decision on this matter. <br />Council Member Young commented that she has only been on the Council for <br />two years, but the Council was dealing with this issue before that time. <br />She feels the City has helped to facilitate negotiations between the <br />developer and the union. There is a need to send a clear message to <br />businesses as well. If the Conference Center is built, it will bring in <br />more business to help utilize more of the industrial land. She further <br />commented that she resents comments that this Council does not have a <br />head for businesses. She stressed that the Council understands and has <br />read the documents regarding this matter. She supports the project <br />wholeheartedly. <br />Council Member Lothrop asked for clarification regarding the traffic <br />modifications. She stated she hopes Jeff Davenport will treat the City <br />as he has other cities he has developed in. She understands why Mr. <br />Davenport would be upset with the labor union but hopes he is open to <br />further negotiations. She stated she cares deeply about working people, <br />but she has to weigh what is good for the City as a whole. She will be <br />supporting the Conference Center project. <br />Mayor Corbett commented that she respects all the comments that have <br />been made by the public and her fellow Council Members. She added that, <br />because of the concern with the success of this project and the risks <br />involved, she would have hoped for a 30-day, cooling-off period. She <br />concluded by stating, anything she does tonight is not because she <br />doesn't want to see the project go forward, but she does feel the <br />project is at risk if the developer and union officials do not have that <br />additional discussion opportunity. <br />The following Resolution was then introduced: <br />Resolution No. 98-26, Resolution Approving a Lease Agreement and Other <br />Documents Between the San Francisco Bay Conference Center Resort, <br />L.L.C., and the City of San Leandro Regarding the Network Conference <br />Center.
