Council Member Galvan reporting on a meeting with Congressman Start <br />regarding Airport issues; meeting with representatives regarding the <br />National Endowment for the Arts; with the FCC regarding cable <br />television rates, fiber optics, towers for cellular phones; and <br />representatives regarding grants for old theaters. <br />6. Council Member Young reported on a meeting with MTC and plans for <br />additional Federal Agency visits regarding lobbying efforts for ISTEA <br />funding. <br />7. Council Member Glaze also reported on contacts made while in <br />Washington, D.C., and noted that the format and efforts were <br />extraordinary. He further commented on utility deregulation. <br />8. Council Member Lothrop commented on the National Endowment for the <br />Arts and the National Trust for Historical Preservation. She also <br />reported on meetings with the Department of Labor regarding "Welfare <br />to Work." <br />9. Council Member Galvan reported on the meeting with the Department of <br />Education, also. <br />10. Council Member Young noted she got extra copies of documents for the <br />balance of the Council and that she will have staff get them the <br />information. She further commented on the Internet Freedom from <br />Taxation Bill, stating they are proposing a six-year moratorium and <br />that the Council should lobby against that. <br />B. Reports on City Council Committees <br />None <br />C. City Council Comments <br />1. Vice Mayor Loeffler reported on the faith community regarding the <br />impact of Welfare Reform. He would like Council's support for <br />facilitating a meeting with the clergy and non-profit agencies within <br />our community to come together to address these issues. Council was <br />supportive. It was noted the non-profits should talk about their <br />issues, also; and, the City should not continue to lead the effort; <br />the faith community needs to take the role of leadership. <br />2. Council Member Glaze commented on former Prayer Breakfasts that had <br />been given by clergy groups. It was noted the network has fallen <br />apart, but the City is working toward educating, facilitating, and <br />letting them take charge of the effort to reorganize. <br />3. Council Member Glaze asked for a report back to the Council on the <br />status of the Manor Branch Library. <br />
