Minutes - City of San Leandro City Council and Page - 6 - <br />San Leandro Economic Development Agency Joint Meeting - April 6, 1998 <br />Council Member Polvorosa added that he made his appointment to the BZA <br />knowing that person would act on his behalf, should that occasion occur. <br />He suggested that the first Council Member who arrives at the EOC should <br />serve until the Mayor or the Vice Mayor arrives. <br />Council Member Young agreed with Vice Mayor Loeffler regarding the order <br />of succession and inclusion of the other Commissions, as well. She <br />feels a list should be prepared and that it should be followed, when <br />needed. She also commented that the BZA and Planning Commission should <br />have been included in the Work Session that was held in February with <br />the Council regarding this matter. She concluded by stating, if there <br />is no harm, she would be in favor of having the Board of Zoning <br />Adjustments first in order of succession and then the Planning <br />Commission. <br />Council Member Galvan commended staff and Dan Lansford for bringing this <br />issue to the Council. He doesn't see the logic in switching the order <br />of succession in making the Planning Commission first, especially since <br />the Board of Zoning Adjustments has been through training. He feels <br />both the BZA and Planning Commission should be trained on what to do. <br />Mayor Corbett stated she understands the reason for modelling our <br />Standby Officers Resolution after the SIMS model, but the City has <br />already put effort toward training the Board of Zoning Adjustments. She <br />feels both Boards should receive training. She further stressed the <br />importance of looking at the role each Board and Commission member, <br />including the others listed in succession, could play in the event of a <br />disaster. <br />Council Member Young pointed out that the majority of the Board of <br />Zoning Adjustments (only one member missing) was present this evening <br />and noted the public process still works. <br />The City Council adopted the succession resolution with a change to <br />reflect that the order of succession will show the Board of Zoning <br />Adjustments first, the Planning Commission second, with the other Boards <br />and Commissions following, in the same order as currently exists. <br />The following Resolution was then introduced: <br />Resolution No. 98-39, Resolution Appointing Standby Officers Pursuant to <br />Government Code Section 8637 and 8638. Matter of San Leandro Economic Development Agency Loans to Linda <br />DeBorba, Owner of Marina Bakery & Cafe, for Business Relocation <br />Activities, and to Louis W. and Betty L. Egan, Owners of San Leandro <br />Muffler & Brake, for Operational Funds During Sinkhole Repairs. <br />Council Member Glaze clarified that there is still funding available for <br />other businesses, as it relates to problems resulting from the sinkhole. <br />
