(1102) <br />The City Council opposes Proposition 226. <br />M/S/C 6alvan and Lothrop. Ayes: 7; Noes: 0 <br />D. Minute Order No. 98-32, Matter of Discussion of HR 536 and S 951 <br />Regarding the "Quiet Communities Act of 1997." (1102) <br />The City Council supports HR 536, 5.951, and SB 1853, regarding the <br />"Quiet Communities Act of 1997." <br />M/S/C Lothrop and 61aze. Ayes: 7; Noes: 0 <br />E. Report on Closed Session Actions Taken. <br />None <br />7. OPEN FORUM <br />Open Forum is limited to 3 minutes maximum per speaker, 15 minutes total. <br />A. Al Rosenga, 534 Parrot Street, addressed the Council regarding website <br />information and broadcasting over CATV, noting that not everyone has <br />cable or a personal computer. He stated that people who are interested <br />tend to show up at the meetings. He would caution the Council from <br />spending too much money developing such a program without reviewing cost <br />effectiveness. <br />B. Louis Heystek, 2481 Marina Boulevard, addressed the Council as a <br />proponent of televising City Council Meetings. He stated that Cable is <br />a highly popular and accessible medium for getting the message across, <br />especially if you want more participation and involvement by youth. He <br />concluded by stating that it is hard for students to attend evening <br />meetings, given their school/homework schedules. <br />C. Paul Vargas, 372 Portola Drive, addressed the Council regarding their <br />action to oppose Proposition 226, adding that opposition or endorsement <br />should be done as individual Council Members and not as the Council as <br />a whole because the Council represents the entire community. <br />8. CITY COUNCIL REPORTS AND COMMENTS <br />A. Reports on Intergovernmental Agencies <br />1. Vice Mayor Loeffler commented on a recent, highly successful <br />Association of Bay Area Governments (ABAG) meeting, involving Oakland <br />and the City of San Leandro, regarding police and safety issues. He <br />commended various staff persons who participated and endorsed the <br />idea of mini-precinct stations. <br />
